The Assessment Research On The Realization Degree Of Modernization In Shaanxi Province

Modernization is an advancing gradually process in human history, in which a country or region depending on technology progress enters industry society from agriculture society, enters knowledge-base economy society and ultimately the society which is characterized as "perfect state". Pursuing modernization is entirety value orientation and ideal of human being. Shaanxi Province acts as "bridgehead"and "the first ladders" of Western Development in new period when a well-off society is being built in an all-round way and the pace of socialism modernization construction is being accelerated in our country, the rise of the realization degree of modernization in Shaanxi Province is of great significance not only to strengthening its own strength, raising the people's life level and quality, boosting the development and the improvement of the society, but also to the process of modernization in the western region.The realization degree of modernization in Shaanxi Province is assessed in this paper. Firstly, modernization and the theory of modernization are summarized, the connotation of modernization is defined, the development pattern and strategic choice of modernization are introduced, and the modernization courses of Shaanxi Province and China are reviewed. Secondly, the models of modernization at home and abroad are analysed and appraised, while the ascertainment of "medium-developed country" is discussed; following the connotation of modernization, on the theoretic and realistic basis, according to teleolomy, scientificity, comparability, unity and feasibility principles, taking the accomplishment of basic modernization as target, the evaluation index system of the realization degree of modernization in Shaanxi Province is set up, which is relatively scientific, reasonable and operatable; the evaluation index system includes 24 indices which are divided into 7 groups: economic development, social development, living quality, population development, scientific and technological development, informatization level and environment optimization. Thirdly, taking 2001-2005 as research time period and now available data as basis, by means of the evaluation index system, the totality realization degree of modernization in Shaanxi Province is assessed comprehensively, dynamically and quantitatively by the linear weighted sum method, at the same time the degree of totality realization of ten cities belong to Shaanxi Province in the year 2005 is also assessed; while the totality realization degree of modernization in the ten cities in the year 2005 is analysed by cluster analysis and factor analysis; the aim is to grasp firmly the real status, the realization degree and the course of modernization in Shaanxi Province, and find out the existed problems and main restricting factors. Finally, according to the existed problems and main restricting factors, the corresponding countermeasure and suggestion are put forward to promote the improved realization degree of modernization in Shaanxi Province.
