This paper examines the feasibility of SMEs to realize internationalization by means of clustering and how to utilize the cluster strategy efficiently to achieve their target, and try to integrate the cluster strategy and the internationalization strategy.According to three factors, i.e., enterprise, cluster, and internationalization, this paper is divided into three parts. The first part describes the reasons for which clusters come into being and the relationships among enterprises within a cluster, and shows some advantages of clustering. Then the author analyzes the potential problems in the process of strategy execution, and proposes several countermeasures. Furthermore, the author points out that the cluster model has a significant effect on the SMEs' competence both within and without the country, which implies that enhancing the ability to compete internationally is the premise for internationalization. The second part discusses a new development procedure of internationalization for SMEs based on a theory promoted by Cheng Siwei, vice chairman of the standing committee of the national people's congress of China, and explains three important stages in particular namely reasonable operation, clustering, and internationalization.
