PPP Pattern Study On The Investing Of The Private Capital Into The Infrastructure Project

Since The reform and the opening up, the construction of infrastructure in China has procured huge development, but the lack of capital has bottlenecked the further development of it, owing to the restriction of national fiscal capital. Under such circumstances,both of the theory and practical areas are paying attention to how to invest private capital into the construction of infrastructure. This article mainly studies about the PPP pattern of the investment of private capital into the infrastructure project.Firstly, the test analyses the actual state of the investment of private capital in the construction of infrastructure area, and points out the sum of financing will be limited though the invest space is wide .because the advantage of the private capital can not give full play to this models, and some problems still exist, as lack of relevant and harmonize system, illogicality risk distribute etc..Secondly, on the basis of a lot of literatures, it analyses the PPP pattern on its background, intension, basic structure as well as its characteristic, and founds out that the PPP pattern has some advantages as it can fully make use of the private capital advantages as early as possible, distribute risk reasonably, make cooperation in harmony and form a long-term mutual benefits between all the participants.On the PPP financing model rationale, this article brings forward that the application of PPP pattern in the infrastructure region should have definite exterior and interior conditions, and according to our practical situation, it is applied and feasible. However, it still has some problems on policy and law, private funds financing, rate, risk and talent. So the item of PPP pattern should be started, including policy and law mechanism, marketing mechanism, control mechanism, cover mechanism and talent mechanism. Then it puts emphases on the study of assessing and keeping away risk of PPP item, and builds a risk evaluation system basing on private funds. It also designs the AHP and fuzzy overall evaluation methods to the risk evaluation system of PPP item and analyses the allocation of risks with model of mathematics from the unitary and optimize angle.Finally, this study analyses the risk on the case of the forth underground in Beijing by integrating theory with practice, and elicit a fact that the significance of exercising the PPP pattern into the forth underground in Beijing not only be useful to itself but also will be a new stylebook of our financing mode in the construction of infrastructure area, so it means the study as well as the theoretical method possess operation significance and it also offer some references to the financing item of the PPP pattern.
