Since the 1990s, economic globalization and localization simultaneously have developed with two different dimensions. On the side of theory, the former is studied by the well-known economic geographers Diken who explored 'global production networks' theory, the latter is formally proposed by Porter as 'industry clusters' theory. It is one of the key tasks in combination of the two, both theoretical research and regional economic and social development need to address the problem currently.The study theme is 'global value chain governance and local governance interaction in the process of cluster industrial upgrading', 'the combination of global value chain and industry cluster help us to access the competitive stratagems and upgrading possibilities~l'. Global value chain theory is one of the important theories of economic globalization , the core of which is governance. Global value chains is the fast lane to the markets of developed countries for developing countries. However, the studies also show that lead companies in the global value chain are likely to capture or control the local industry clusters in developing countries.local industry clusters in developing countries have risks being pined in growth with poverty.While this study clearly points that global value chains can stimulate local industry clusters develope, fundamental force is within cluster itself. Initially ,this paper explores the four phase of interaction between global governance and local governance in the process of cluster industry upgrading, and put a model forward.This paper is arranged thereinafter:The first part is introduction, mostly it studies on the research background and innovative work.Secondly , theory base and research synthesis.
