Since the founding of New China, China's power industry experienced a small to large, from weak to strong in the process, has made remarkable achievements. With economic development, monopolistic power management has become increasingly unable to meet the needs of socio-economic development. China's steady development in the power industry must also adapt to the times, its was gradual reform. However, despite the reform of the electricity market in China for many years, because of the special national conditions, there is no suitable model can copy, there are still many difficulties, such as reform of the serious shortage of theoretical preparation for facing the reform process constraints and inadequate risk awareness, the principles identified in the program requires more specific and workable and so on. How to proceed from their own national conditions, effective land reform, to make it more adapt to China's economic and social development is the focus of this paper.This article is divided into five parts.
