Due to the imbalance in China's real estate market, and liquidity of capital requirements; Real estate investors chose inter-regional development or for a good potential development of the urban real estate, or for the effective use of remaining resources or to spread the investment and access to new markets, or to avoid fierce competition..There are two basic ways to making the regional investment choices: One is the traditional experiential way which analyzes the price to judge whether invest or not. Another, determining the quality of the environment by analysis of real estate values in the investment environment influencing factors. The former has certain blindness and will be full of risk, the latter has little significance because it is an abstract concept and hard to guide the investment.Based on the basic theories and methods of constitutions of real estate value and evaluation of real estate investment environment, this paper study how to build up a city's real estate "theoretical value" to evaluate the real estate investment environment.We divides urban real estate investment environment factors into its natural elements, social, cultural and economic factors, market, infrastructure and policy environment, and distill 16 specific indicators to represent the real estate investment environment factors. In reference to the currently theory and method of evaluation of the investment environment, we set up a new "real estate investment environment evaluation model" by multiple regression analysis.During the regression analysis, we select 56 large and medium-sized cities'data in 2003 and 2004, so it is representative; Meanwhile, the case selects 18 large and medium-sized cities in Sichuan Province in 2004 for the model empirical analysis; Zigong City which gets a good evaluation is chosen to make a overall real estate market research, and assess it's investment environment by the combination of theoretical analysis and field survey.
