2003-2007, China's real estate market situation of rapid development, housing prices rose rapidly, especially in 2005-2007, and China's housing prices remained rapid growth under government suppression in a strong upward trend. After a brief adjustment in 2008, China's real estate strongly rebound in 2009,that according to the National Bureau of Statistics'real market data, housing volume reached a record of 940 million square meters, and price reached 4695yuan/square meter by 813yuan/square meter by a year, which has reached an unprecedented level. Housing prices beyond the capacity of urban residents in general, the rapid price increases raises concerns about the housing bubble.Because the house prices of the developed city have reached a new height, generally, the smaller real developers have difficulties to bear and the strong real developers also can hardly bear the pressure of capital, so many real developers begin to transfer to the smaller cities and begin to care the city's investment environment.From the perspective of investors, the paper has a research on investment environment on Jinan. The fist step on the topics of the background, meaning, theory of origin and the investment environment research status are reviewed. The second step of the real estate investment environment and investment climate assessment theory was elaborated for the next real estate investment environment in Jinan discussed the theoretical basis. The third step, the overall description of the Jinan Municipal Development and real estate development plan of Jinan City. The fourth step, through the Jinan-depth investigations of real estate investment environment of Jinan City, collected large amounts of data of real estate investment environment, through systematic analysis of these data, the real estate investment in Jinan City, the environment. The fifth step, reference the investment environment evaluation of these methods in real estate investment environment evaluation of the applicability of improvements carried out. According to experts, online research methods and the results obtained by questionnaire, the paper established evaluation index system on real estate investment environment assessment. Jinan is compared to Qingdao, Shanghai, and Shenzhen and found that there is a certain gap between the Jinan city and the first-line city in infrastructure, urban environment, government efficient, etc, and Jinan needs to be improved in these areas. At last the paper puts forward seven-point proposal and measures to improve the investment environment on real estate in Jinan city.
