As the Binhai new develop zone has been adopted into the overall developing strategy of the nation, Tianjin is facing an uncommon historical opportunity for its developing. The improvement of equipment industry was proposed in the 16th congress of the party and the machinery and equipment industry has been deemed as on of the 6-main-industries of Tianjin. Generally speaking, manufacturing companies'development mostly depends on whether they have core competitive competence and whether the core competitive competence can become lasting competitive advantage. Therefore, it is the first consideration that domestic steel enterprises should pay high heed to strategic management in order to cultivate and advance core competitive competence.Referring to the theory of classical strategic management, the development strategy of Tianjin Machinery & Electric Industry Holding Group Company (TME) is analyzed in the paper on the basis of above-mentioned background. The external environment of TME's development strategy is profoundly studied from the aspects of macro-environment and machinery industry environment firstly. Then the internal environment is analyzed from the aspects of TME's management organization, finance ability and human resource management. Finally, the development strategy and the method of strategy implementation are established based on the conclusion of external and internal analysis and SWOT analysis.
