Analysis On Public Crisis Controlling In China's Economy System Transformation

Only by dealing with crisis timely and effectively can we keep our society steady and make sure of our government's confidence. Government ,as a provider of public service ,a designer of public policy, a manager of public affairs and an exerciser of power, plays an important role in crisis controlling .Crisis threatens our society directly and how to deal with it can check and appraise our government's ability to manage our society .It is not only a strategic principle ,but a common task in daily management for our government .Dealing with crisis can make sure of success or failure in daily management and it can make sure that our country can develop peacefully and steadily for ever.This thesis expounds five main characters of crisis by describing the following events : the tsunami in Southeast Asia countries in 2004, SARS disease in China in 2003, kidnapper event happened in Russia in 2002 and the terrorist attack the USA in Sep 11th in 2001.These main characters include its unexpected character, destructiveness , interaction and urgent character. The passage expounds the reason why we should have the crisis management and analyses its cause for natural and social crisis by describing the present situation of our society to make us read its normality and the urgent necessity for the construction of the crisis system. In the end , the thesis points out the government should improve the ability to deal with crisis and any emergency events by means of the legal system, organ , social consciousness, information communication and the analysis of crisis and set up the effective controlling system to get the aim of our country's protection and interests .
