The human resource is becoming the important capital of wealth making of Enterprise in the new economic era, Enterprise staff, especially production technology and management cadre man, will become the core resource. But the exertion of staff value has certain potential ( i.e., depending on the willing and degree of personal contribution ) Therefore, the key of Enterprise winning of new economic era is to know the requirements of different level staff , design valid stimulation mechanism, establish the suitable enterprise culture for enterprise and staff's common development, mobilize the activity and creativity of staff .The study idea of this thesis is: firstly, it is very urgent to establish sound valid stimulation mechanism due to the aim need which the No.2 steelmaking plant participates the competition of international Iron and Steel market and realizes from excellence to preeminence. Raising scientific stimulation mechanism is the viewpoint of power source of enterprise development; secondly, investigation on stimulation status of the No.2 steelmaking plant, based on this point , studying the home excellence enterprise staff inspiration applying benchmarking; then guiding the study of this thesis using stimulation theory , analyzing the existing questions of staff inspiration of the No.2 steelmaking plant and the reasons of questions generated ; carrying out system design of general frame and concrete countermeasures of stimulation mechanism improvement of staff applying related theory; raising worthy lessons and corresponding measures.The conclusion of this thesis is : from one side , Enterprise should establish the staff stimulation mechanism including material stimulation mechanism based on the award distribution, non-material encouragement consisting of spirit encouragement, chance giving , training arrangement , power given and promotion , and culture inspiration which is taking value viewpoint inspiration as the main point . In another side, the design for enterprise internal stimulation system should embody the elaborating, different level and different requirements, that is to say, the inspiration for management staff and common staff should be treated by different stimulation methods combining practical condition.This thesis is helpful to mobilize the working activity of staff based on the study for demand characters of staff, stimulation theory and benchmarking, has certain theoretical meaning and practical meaning for common development of enterprise and staff on enterprise culture.
