A Research On Evaluation Of Help-the-Poor Project About Whole Village Advance With Participant Pattern In Shannxi Province

Evaluation System of Whole Village Advance (ESWVA) is the main measure of help-the-poor project and the significant way of carrying out the policy of the Central Committee of help-the-poor project. ESWVA has been implemented in channxi province since 2001. At the same time, many good experiences have been and accumulated. It's not only important for the job of help-the-poor at present but also has important valuable reference the policy of help-the-poor in future. Based on the theory of help-the-poor with participant patter, we analyzed the characteristics and methods of the project of ESWVA of shannxi province comprehensively , suggested the method of evaluation system ESWVA. Moreover , we evaluated the ESWVAs of ZhaShui County, which has an important actual meanings to manage the project of whole village advance .There are 7 parts in the paper:1. The background of ESWVA was stated. The aim and significant of this paper was represented based on the status of the management of ESWVA , effect and the evaluation. The status of participant evaluation of domestic and abroad and then the ways, methods and initiation was clarified.2.Based on comprehensively presented the theory of development, poverty and anti-poverty, sustainable regional development, we defined the concept of poverty , analyzed the characteristics, function and the current situation of correlative research and classified the demand of ways to anti-poverty of the different poverty type , which offered theoretical bases for establishing whole village advance. Conclusions: The strategy of anti-poverty of poverty village is a system. It's essential and important to solve the problem of survival and development.3. We researched the characteristics of whole village advance especially , put forward the concept of whole village advance and the important parts of working , discussed the ways and experience of whole village advance , clarified the aim and emphasis of monitoring and evaluating the whole village advance by analyzing the evolving process of new stage of whole village advance with participant pattern theory of help-the-poor , Which offered basis for founding evaluation system .4.Based on the aim and task of whole village approaching, we started participant monitor and evaluation, established the evaluation system of ESWVA of Shannxi province , discussed the ways and procedure of monitor and evaluation and devised the quantitative and qualitative evaluation plan .5. Taken ZhaShui County as an example, large amount of date were collected. We analyzed the achievement of aim task of ESWVA, the changes of income and expenses of family, the economic activity of family, the influence of community and family carefully to evaluate the effect and influence of WSWVA .6. Effective measures were offered in the course of evaluating. Conclusion: Main industry should be fostered , sustainable development methods should be strengthened; investment should be enlarged standard of help-the-poor should be enhanced , The resources of help-the-poor should be conformed , the mechanism of help-the-poor should be consummated , The methods should be made correspondingly on the base of the aim of help-the-poor , following management should be strengthened . The result of help-the-poor should be consolidated.7. In this paper, the project of help-the-poor was tried to be researched with the method of participate evaluation and analysis. The evaluation system has effectiveness and application in certain degree, which solve the indistinct problems of AESWV and enriched the theory and methods of the decision of making investment in the project of help-the-poor.
