Study On Problems And Countermeasures For Implementationof Poverty Alleviation Policy Of Whole Village Advance

Free of poverty with prosperity enjoyed by all is a dream and continuous practice in mankind’s pursuit of justice and equity. To eliminate poverty is a shared holy responsibility of all the countries."Poverty amid plenty is the world’s greatest challenge" stated the World Bank in the preface of World Development Report2000-2001.Since reform and opening up, China has performed some system reform and innovation which has achieved great achievements. However, the imperfect market mechanism and other systems limit the progress of China’s rural poverty reduction. In the year of2001, The State Council promulgated "China Rural Poverty Alleviation and Development Outline20011-2010" which pointed out the poverty alleviation focus shifted from county to village. Whole Village Advance became the significant measure of poverty alleviation in the new era. What is the effect of WVA, whatischallenges we have been facingin the process of WVA implementing, how to improve the WVA, are problems needed resolving. The paper takes the Tianzhu village Cangxi county in Sichuan Province as the object of study, bases on its practical situation,establishs60indexes as the evaluation system of WVA to evaluated the effectof poverty relief. According to the result, Analyze the problem that WVA in Tianzhu village and the influence factors restricting the poverty relief effect. And then proposes a series of proposalsand policies about improving WVA.This essayuses the AHP to evaluate WVA policy effect in Tianzhu village during2008to2012. The study result shows that, during theimplementation of WVA poverty alleviation policy,Tianzhu village’comprehensive capacity of sustainable development takes on a year-on-year trend of steady growth,and the overall effect of poverty alleviation is obvious. Among all the indexes of economics development, income is the fastest one, However, the increasing rate of the industrial restructuring andinvestment level have been at a low level. Among the indicators of the productivity development, the growth rate of agricultural mechanization is relevantly faster. However, the farmers’level of agricultural science and technology development still lags far behind, almost stay stagnant. Among the indicators of the level of social development, Tianzhu village has made great progress in terms of infrastructure. Among the indicators of the villagers’capacity construction,the participation of the degree of villagers of the project increased year by year, but its overall level is still quit low. In terms of the sustainable development of environmental resources, the proportion of irrigated land and converting farmland to forest has grown slightly.This essay further explores some problems related in the poverty alleviation of WVA in Tianzhu village, which mainly include:Lack of anti-poverty funds andthe arrangement of anti-poverty items does not match the actual demand. The Industrial poverty alleviation is backward, the dominant position of the poor farmers in the process of poverty alleviation is not highlighted.The level of the public utilities development is low. And deeply analyzes the major factors restricting the effect of poverty alleviation. Which include, bad natural and geographical environment, low efficiency of management of anti-poverty funds, since the, backward of rural industrial development due to theexcessive transfer of many rural labor force,seriously inadequate the investment of rural human capital.This article proposes aseries of suggestions on promoting the poverty alleviation of WVA, clarifys mainly from capital investment, poverty alleviation project management, village capacity construction, human resources development, the development of social and public utilities,etc.During the implementation of WVA poverty alleviation,take effective measures as follows:increasing the investment of poverty alleviation funds, improving the management and oversight mechanisms of poverty alleviation funds,standardizethe establishment and implementation of poverty alleviation projects, establishingthe follow-up managementmechanism of poverty alleviation projects of WVA,actively guiding the masses to participate in poverty alleviation projects, enhancing thedominant position of the poor masses in poverty alleviation, strengthening human resources development,promoting the endogenous power of poverty alleviation of WVA, vigorously developing social and public utilities to prevent the occurrence of returning to poverty, adjusting the agricultural structure, andactivelypromoting the development of agricultural industrialization.
