Study On The Sustainable-development Pattern Of Helping The Poor

Eliminating poverty is the common undertaking of all human beings and also a major issue that challenges Chinese economic and social development. Chinese large-scale development-oriented poverty reduction campaign, which made the government's aid as the main body beginning in 1986, has not only greatly alleviated rural poverty but also formulated many patterns of poverty reduction in its own through years of practice. With the advancement of helping the poor and the arrival of new historical period and new situation, especially after the long-term nationwide poverty reduction, great changes and new characteristics has appeared to our country's poverty conditions, that is the whole national poverty had become the regional poverty, especially the eastern region and the western region appeared the great difference. Because of the eastern region's superiority, such as geographical environment, the humanities, the convenient transportation and so on, its wide range of poverty had reduced to the poverty which has topicality and punctual distribution characteristics. On the contrary, because of the bad environment, backward thought, the inconvenient transportation and so on, the west region's pace of poverty reduction seemed to be slower, and there are still many areas trapped in distress or extreme poverty, with the characteristic of laminated distribution. Therefore, each kind pattern of helping the poor obtains domestic and foreign widespread commending, at the same time, some questions also gradually appeared, they are as follows: Those patterns of poverty reduction already could not adapt to the advancement form of helping the poor, and the original way of helping the poor could not fully arouse farmers' enthusiasm and understand the farmers'truly needs, because their aims were only filling but not considering how to solve the countryside poverty problems fundamentally, the capital's utilization efficiency was low. Therefore, it has been the urgent issue to reform the original patterns of helping the poor and explore the new sustainable-developmental patterns of poverty reduction which can fully activate farmers'enthusiasm.With those premises, this thesis chose the participation and entire-village advancement pattern of poverty reduction tactics and its specific practice pattern as study object, and used many economic theories, such as economic vicious circle theory, poverty economics poverty, humanities poverty and so on, then based on the participation and observation practice and the real diagnosis analysis and the theory abstract analysis of Chinese poverty reduction practice, and used many study techniques , such as standard analysis, system analysis, case analysis and so on, finally from the broad conception of poverty reduction pattern, the thesis constructed a comparatively complete framework of theoretical analysis about helping the poor and systematically analyzed the participation and entire-village advancement pattern of poverty reduction.Through analysis to the participation and entire-village advancement pattern of poverty reduction's systematic principal structures, operating mechanism and efficiency, inter-relationship, extravert influencing actors and operating efficiency of the pattern's entire practice and so on, the paper put forward that: the participation and entire-village advancement pattern of poverty reduction could solve the aiming problem of poverty reduction object well and manifest the humanist principle, and more effectively activate impoverished household's enthusiasm to participate in poverty reduction campaign and development; besides, through concentrating all available and limited resources, the pattern could selectively solve the head problem of the impoverished village. Above all, considering the existing problems and contradictions of the pattern, such as the scale question in the entire- village advancement, the household's balanced income question in the project area, capital management question, and full use of regional resources, the thesis put forward that: a persistent effective mechanism and more favorable policies should be established to activate some non-official organizations, enterprises and individuals to participate entire-village advancement pattern; considering the credit fund to help the poor, it may unify the method of jot credit to solve the difficult problem that credit fund is delivered to the absolute impoverished household, and cancel the previous relevant obstacle to guarantee distribution of the fund of helping the poor to true impoverished population; perfecting entire-village advancement pattern from a more broad view, solving the problem of escaping from poverty and development in poverty-stricken areas, and then gradually building the basic social security system in Chinese countryside to improve the entire effect of helping the poor.The study has important significance to Chinese theories about helping the poor, and the policies and suggestions put forward according to the study has practical guiding significance to forward perfect the pattern building of development-oriented poverty reduction campaign in Chinese rural areas, and improve the pattern's efficiency and effect of helping the poor. Meanwhile, it can also be served as a good example for constructing and refining the poverty reduction patterns in other developing countries, and provide an integrated theoretical framework of poverty reduction pattern and a particular country for development economics which take poverty and development as main its study object.
