The Study Of The Supervision And Anagement System Of Quality Safety Of Agronomic Products In Shanxi Province

Quality safety of agronomic products has became a pressing and significant problem when agriculture and countryside economy developed into new century and new stage。In the recent years,the supply and demand of agronomic products were balanced,and abundant food were produced when the whether favored,and the living standard was increasingly uplifted,and international trade of agronomic products developed quickly。Against the context of prosperity ,quality safety of agronomic products constituted a great concern and one of major conflicts needed to be fixed urgently in the new stage of agriculture and even economy and society。There were several reasons responsible for the severe agronomic products pollution,such as unreasonable use of agronomic supply ,unscientific production ,harvest ,storage and transportation,and procession,improper discharge of rubbish produced by industry and city ,no access to permission system ,lax supervision of market and common consciousness of quality safety of producer and consumer。Carried with the severe pollution ,people and livestock were poisoned due to toxic and harmful materials which exceeded the standards ,exported agronomic and processed products were refused ,detained and returned,and sometimes ended up compensating and halting contracts and trade connection。So quality safety of agronomic products have met an unprecedented challenge,and what steps should be taken to intensify the supervision and management of quality safety and improve the quality was given much weight by the nation and became an hot point in the eyes of the public。Improvement of the management level of quality safety embraced tremendously realistic significance to enhance the international competitive ability of agronomic products in our nation and safeguard the expense safety。This paper, applied the modern management and management of agronomic products quality safety theory and employed the means of typical investigation and systematic analyses ,came up with the goals ,tasks ,priorities and measures of the management of quality safety on the basis of drawbacks of management system of quality safety of agronomic products in shanxi province and experiences of the developed countries。And at the same time ,this paper attempted to construct the management system which would more fit the national and provisional conditions and the scientific development notion。Several results were reached。Firstly ,Since the plan of non- environmental damage food was carried out in the whole nation,shanxi province achieved success to a degree,but the quality safety remained a tough problem and rated among the lowest,particularly the vegetable pesticide residue qualified rate。The whole advancement of quality safety such as the number of authenticated products,quality examination system and the level of market management obviously lagged behind that of jiangsu and zhejiang and other advanced provinces。The work conducted in eleven cities of shanxi province could not reach conformity ,leading to the big differences in safety conditions , the severe excess in vegetable pesticide residue,no access to the construction and establishment of production sites which could manufacture non- environmental damage food , green food and organic food, products authentication in important cities,the use of pesticide and veterinary medicine that were prohibited and environment of production site ,both of which affected the quality safety ,and the tasks of cleaning and preserving the environment and managing the market of agriculture supply were rather arduous。The inadequacy of management force and techniques seriously restrained the expansion of permission system。Two basic conflicts were revealed on the basis of above analyses。The first one happened between the profit of producer and that of consumer ,and the second one between the number safety and quality safety of agronomic products。Secondly ,according to the plan of non- environmental damage food advocated by the agriculture ministry ,the goals ,tasks ,priorities and measures were advanced。The goals involved the following contents。Five years,from 2005 to 2010, would be used to realize that the quality safety of edible agronomic products reached the middle and excellent level to assure of the expense safety。Than another five years ,from 2010 to 2015 would be used to form the safety system of agronomic products paralleling the advanced level in our nation and the international level,and lay powerful foundation,and provide compatible safeguarding steps,and smooth the whole process of supervision , and meet the challenge of international trade ,and render the agronomic products in shanxi province escape the confinement of regions。The tasks revolved round performing the plan of non- environmental damage food in full swing ,and meantime improve the capacities of standardizing the manufacture of agronomic products supervising agronomic supply ,routine examining of its quality safety ,tracing the responsibility ,and also improve the technical skills used to assess its safety ,and the application of information and the technology ,and law and regulation and the system of management。the non- environmental damage vegetable , fruit and meat could be produced in the province to assure of the expense safety。The priorities and measures centered around the major agronomic products , regions, links and projects to fulfill the goals。Thirdly ,some measures were proposed to improve the quality of agronomic products。The first one was to establish sound law system to provide law support。The law of quality safety of agronomic products was being drafted,so the relationship between this law and the law of food sanitation should be well dealt with。We also expect to establish the supervision system , management system which entail the producers to introduce and adopt the standardized techniques,regulate the use of agronomic supply,self-examination system,authentication system, the goods examination and the quality maintenance system ,and the support system which asked the nation to protect the profits of producers of secured agronomic products。The second one stressed the technical support。the technical system consisted of the techniques that used to control and examine the toxic and harmful materials。The imperfections of techniques included the operation of comprehensively controlled techniques, the toxic characteristic of pesticide, the time and accuracy of quick examination techniques. The principles, mechanisms and measures were put forward to accelerate the research, expansion and application of techniques. The third one was to establish and perfect authentication system of quality safety of agronomic products .The market demand ,the characteristics of agronomic products and authentication system were three factors that affected the development of authentication .So a array of measures should be taken to quicken the implementation of the system, development of the authentication market, and further consummate the system, and strengthen the authentication system and the troop construction, and unceasingly raises the authentication level. The fourth one was to establish supervision and management system of quality safety with the market inspector as guiding principle to make the surveillance prompt management and the market prompt production.
