The people are a nation’s source of economic strength, sufficient food to sustain them, their main preoccupation. Quality safety of the farm produce is related to the competitiveness of agricultural markets, as a matter of the masses of consumer has more and more attention of government and the majority of consumers. Vegetables are the second most important agricultural food after grain in the world. With social progress, people’s living standards increasing, required for higher and higher quality of vegetables. In this case, carry out vegetable products quality safety supervision in organization has become a common trend around the world. Some major developed countries such as the U.S., Canada, EU, Australia, Japan, etc., have established and formed a set of well-structured, mechanisms reasonable, orderly, and achieved remarkable results quality and safety management system for agricultural products. With the adjustment of agricultural production relations, agricultural market liberalization and increasing levels of agricultural science and technology, China’s agricultural production capacity increased significantly. However, the number of agricultural products is guaranteed, the quality and safety of agricultural products have become seriously caused by environmental pollution and irrational use of agricultural inputs or other non-normative production and operation behavior, toxic and harmful residues, especially vegetables quality problems emerge prominentShandong Province is the main vegetable producing areas of China, and has a variety of vegetable varieties, and it is ranked the first whatever acreage, production or processing of export volume in the country earning the amount, also, it occupies an important position in the vegetable industry in China. Therefore, it is both internal demand of modern agricultural development, also agriculture and rural economic development of the inevitable choice in Shandong province that take effective measures to improve the quality and safety of vegetable products comprehensively, ensure the quality and safety of vegetable products of Shandong province. This paper focuses on the recent emergence of various types of vegetables security issues, stat from China’s agricultural products quality and safety supervision regulations and supervision system, analysis of vegetable products quality and safety supervision status and problems of Shandong Province under the clear regulatory responsibility premise of functional departments and government. For example: the coordination of the management system is not enough; lack of background information about risk assessment; lack of enforceable of laws and regulations; standard system is not perfect; The weak support of technical and economic; management policies implemented lack of target audience participation.Facing the increasing demands from the public, the external market requirements and other aspects of gradually increasing the pressure, Shandong Province has been strengthening regulatory measures, highlighting the regulatory focus, paying close attention to key aspects of a sound security system, strengthening the implementation of measures based on the original. Nevertheless, there are still some deficiencies in the huge vegetable products regulatory system, this paper addressed on these issues proposed further improvement and safety supervision measures in the vegetable products quality, which requiring state and local governments introduce policies to improve relevant laws and regulations; various functional departments enhance collaboration in their duties at the same time; construct a reasonable system of agricultural product quality and safety standards, and explore the agricultural market access management mechanism actively; strengthen the inspection system for agricultural products technical support; vigorously strengthen the building of grassroots regulators from source to protect the quality of agricultural products; increase agricultural standardization demonstration base construction efforts to promote modern agricultural industry; increase the quality and safety of propaganda, extensive technical training for farmers; accelerate the "Mishina a standard" development, and actively promote the implementation of brand strategy to strengthen agricultural products certification. This research will provide a stable and healthy vegetables and orderly development of the market in the future to provide a scientific basis.
