Under intense competition, the market demand is protean and the uncertainty of demand prediction results in more safety stocks and high cost. With the diversified development of market demand and the fast advancement of technology, productions on the market remain shorter and shorter, pressure of enterprises is constantly intense. The market are transforming to time competition from the competition of productions' price and quality. Traditional Supply Chain Management (SCM) aims at higher-level service and lower cost, however, the two factors are always conflicting. Information flows are becoming a vital ingredient in modern supply chain with the arrival of information age, but they often delay currently. All above mentioned are problems to be settled instantly now, and the method of Time Compression (TC) is one of the keys to them. On the ground of these, this paper is going to deal with the issue of Time Compression in the Supply Chain.Brief presentation about structure and character of Supply Chain is introduced first, aiming at the existing problems method of Time Compression is put up and the relationship between Time Compression and Supply Chain cost is analyzed. The conception of response time of Supply Chain, conception model, structure model are established, and on the basis of them, Grey Relation Analysis are adopted to analyze the ingredients of response time to confirm focus of Time Compression. Secondly, information flows in Supply Chain make the following point and Markov Chains Theory of Stochastic Processes is applied to establish the computing model of response time of information flows; the time distributing and the characteristic variety of the flows are analyzed as to find out the main factors blocking Time Compression and put forward countermeasures. At last, according to the facts of water resources Supply Chain of Jiangsu reach of the east route of South-to-North water transfer, all mentioned models are adopted to compute and analyze it, providing scientific foundation for the management of this water resources Supply Chain.
