With the development of economic globalization, technological innovation leading to economic development becomes a universal trend. Economists maintain that the competition of national comprehensive strength depends on the competitive power of the science and technology in a country. And the competitive power of the science and technology is reflected by the construction and improvement of the national innovation system. Many countries are making great efforts to improve their own innovation system. Under the condition of market economy, the key points of the construction and improvement of the national innovation system in our country involves strengthening various innovation entities and motivating the active and helpful interaction among these entities. The effective approach to enhance this interaction is to develop technological agencies.It is reported that in China 30,000 scientific and technological projects have been completed. Only about 20% of the findings have been converted into practical use. Only about 5% are commercialized. The bulk of the research findings are saved in the files in the research institutes and universities. The cause can be attributed to the absence of the effective channels connecting enterprises with research institutes and universities. Technological agencies play the key role in their specialized service such as diffusion of technology, the transaction of technology, the conversion of research findings, the evaluation of technological level, innovation resources allocation, innovation strategies, and technological consultation.This thesis first presents the definition and functions of technological agencies and examines the overall situation of the development of technological agencies in China and foreign countries, and then analyzes the major problem and the hindrance to current service of the technological agencies. The suggestions as to the improvement of administrative role from the government, with a view of successful experience of technological agencies in developed countries are offered. The last part is the case study of Xiamen Pioneering Park for Overseas Chinese Scholars, summing up the valuable experience of this park serving as a technological agency for technological innovation.
