Research On Water Price Of Agricultural Irrigation In Gaoyou City Based On Nonlinear Agricultural Water Price Model

Gaoyou city is located in the central part of Jiangsu Province, in the "land of fish and rice" in Lixiahe region.Over the years, Gaoyou city has been provided a number of high-quality agricultural products for Jiangsu Province even the whole country. With the water price reform process of our country, in 2014, the Central Document No. 1 pointed out that to further promote the comprehensive reform of agricultural water price. As a comprehensive agricultural water price reform pilot, the pricing problem of agricultural irrigation water price in Gaoyou city has become a priority among priorities. By reform the water price by three different types of irrigation in Gaoyou area, build water engineering facilities, configure the amount of water facilities, formulate reasonable Water resources pricing mechanism and consider local farmers’ needs and wishes more than ever, we can enable to make people respond to the call of water price reform actively, improve the enthusiasm of the local farmers in water-saving, and than to improve the utilization of water resources effectively, reduce the waste of water resources, so that we can form a mature model of reform, which can be popularized in the province even in the whole country.Based on the analysis of the various water pricing mechanism, combined with the characteristics of local agricultural irrigation water in Gaoyou City, this paper analyzes the nonlinear model of agricultural water price as the feasibility of the pricing model, and by solving the model reveals the irrigation water price and water use efficiency.The main research contents of this paper are as follows:First, by comparing the studied the characteristic and status quo of our country and other countries in the world today in water supply industry, this paper summes up the advantages and disadvantages of water resources pricing, clarifies water pricing must take into account the natural monopoly, the demand of the users and bearing capacity, water district resource endowment and other factors. Revealing the problems of the formulation and implementation of water price that the water price is low, the price of water characterization is poor, the price of water to develop rigid, low efficiency of water resources allocation and so on. This paper think that the resources pricing should be more consideration to the agricultural water demand of users, thereby introducing nonlinear agricultural water price model are calculated, and its feasibility is proved.Secondly, this paper investigated the current situation of water price reform in Gaoyou City, found out the facts that the current water price is low, can’t be a good reflection of the cost of water, the price of water can not reflect the supply and demand, the price of water is not flexible enough in Gaoyou City. Based on local agricultural irrigation water, this paper describes the characteristics and principle of the nonlinear agricultural water price model. Finally, we use the nonlinear agricultural water price model, and we solved the model based on the local surface water, as the pricing analysis of the data support.Finally, according to the solution of the model, this paper analyzes the relationship between the price of water, the relationship between the price elasticity of demand for local irrigation water price and farmers and the local irrigation water price and cost constraints, considering the price elasticity of demand of farmers, we find that the prices we get are higher than the local total cost of irrigation water price, and with the increase of cost constraints, the irrigation water price will also increase.
