A Study Of Performance Appraisal Of Support For Sci-tech Industry By Public Finance Of Shanxi

With the advancement of science and technology, the scientific and technological industry has been increasingly attracting wide concern. And it will become the most powerful driving force for a country's economic growth, because its development will bring enormous economic and social benefits, thus contributing significantly to national and regional economic development. A key factor to the development of sci-tech industry is the input to the industry by the nation. At present, performance evaluation for sci-tech industry by public finance in our country is just in initial stage, and the evaluation system has not come into being. Thereby, developing theories and improving methods of the evaluation have practical significance for sci-tech industry by public finance'construction and management. Based on the performance evaluation of the sci-tech industry by public finance of Shaanxi higher learning institutes, this paper probes into the evaluation theories and methods of sci-tech industry by public finance'performance in order to develop the theories and improve methods of the evaluation.In this paper, the present running and managing situations of sci-tech industry by public finance of Shaanxi higher learning institutes are introduced firstly, the evaluating indicator system is established according to the main influencing factors. Secondly, sci-tech industry by public finance of Shaanxi'performance is evaluated from horizontal vertical and structural aspects. Thirdly, evaluation is made by using DEA (data envelopment analysis) projection theory analysis method. Finally, by analyzing the horizontal, vertical and structural evaluating results, the problems in t sci-tech industry by public finance of Shaanxi'performance and the causes are found out, and the corresponding improving advice is put forward.The main method for comparative efficiency evaluation of sci-tech industry by public finance of Shaanxi is DEA method. The performance evaluation system given by this paper can also be referenced in other Provinces'evaluation, it can also perfect and develop the theory system of sci-tech industry by public finance s'performance evaluation further.
