After China's the reform and open-up policies, the domestic economy has been increasing dramatically, while other social condition promoted fairly, e.g. National Power, Social productivity level, etc. During this period of time, service industry has been developed quickly, and it plays more important role in national economy day by day. In addition, service industry becomes a main channel for employment regarding new labor, e.g. the ratio of service employees increased from 13.1% in 1980 to 29.3% in 2003, more than 162,770,000 employees increased, etc. We can see advanced economy are rely on service industry according to the international trend, and modern service industry represents a new economy, also manufacturing competences are bond to service industry. Anyway, developing service industry is an imperative in China's overall development.The development of service industry is good to employment, upgrade of industry infrastructure, promote industries' competitive edge, reform of market, improve people's living standard, it also demanded by market reform and WTO commitment. With this background, Central Communist Party calls on "Developing modern service industry, increase its ratio in national economy".However, systematic obstacles showed up during this transition. Then government pointed out the innovation for system, and it set up a goal that China should build up perfect socialism marketing system by 2010, also need to develop a comprehensive, coordinated and persistent environment. On one hand, monopolizing nature by deepening reform of state-owned enterprises, building new model property order, cultivating the key element marketplace, moving forward is reformed, messenger public sector of the economy property right is especially clear, right duty is especially clear, key element flow ability strengthens obviously, relax monopoly industry and the field market access, the messenger government controls and deploys by the fact that the resource that the administrative means assigns falling off and rotating from the marketplace, to have an effect to improve allocation of resources efficiency, to release enormous economic growth potential further.
