The 11th Five-year Plan is an important historical period for our country to build a well-off society, and is a key period for our country's railways to fulfill the Forward-leaping Development. As the major research and manufacturing base of railway equipment in our country, QRRS bears a significant historical mission to accelerate to realize the modernization of railway wagons. Therefore, the QRRS's urgent and grave historical task that is how to make out and bring into full effect a practical development strategy which will meet the demand of railway freight development.As far as QRRS's Five-year Strategic Development Plan concerned, the thesis gives a synthetic research and discussion about the theory of enterprise operation strategy. Directed by Sino-foreign operation strategy theories and scientific approaches, the thesis analyses the changes of operation environment including the trends of Sino-foreign railway freight transportation and the variations of market demands, which railway wagon manufacturing corporations will be faced with in the 11th Five-year plan period. The thesis analyses the development and competitive policies of competitors, and their threats and influences to QRRS. The thesis also analyses QRRS's comparative strengths, weaknesses and developing opportunities.Based on the above mentioned points, the thesis puts forward QRRS's strategy guidelines, objectives & perspectives and corresponding policies so that they will actively contribute to speed up the developments of Chinese railway wagon manufacturing industry and the further development of railway facilities both in China and the world.
