Study On The New Model Of Tendering Management Applying Information Technology

Due to the characteristics in'Openness, Equity, Justice'and the functions in'Competition, Optimization', the influence and the scope of application of Tendering work has been expanding accordingly.Facing with growing market demand and added job quantity in magnitude, the conventional hand-operational method has become the bottleneck constraining the development of Tendering work. The vital issue has come to how to find another method with more dexterity and velocity to complete the tendering job, and this has become the imminent problem awaiting solution in tendering work. Therefore, to enforce the building-up of informationalisation is the irresistible path in improvements of level and efficiency of tendering management.The dissertation starts from the background of tendering management via information technology, studies the building-up of information system in tendering management. It literates the needs and the feasibilities of construction of information system in tendering management, the content of information system within tendering management and some problems during development of the system. The dissertation in the mean time studies how to build information system platform for tendering management, and the analysis in relation with its information stream. And the last, the dissertation applies case of information system of Chang Le County's tendering management work to provide evidence for the dissertation's scientificness and feasibility.The information system of tendering management provides services for all the chief participants in tendering including tenderee, tenderer, supervisor and transaction service. The system consists of all the phases within tendering including tendering invitation, bidding, tendering disclosure, appraisal, and choice-making. The system will promote the development of the state's tendering work in a ground of integration and speediness.
