The study is to set up an effective and doable key position talent pool plan which including key position identification, talents selection, mentor & development to meet the company talents requirements, make the high potential staff be competent to the higher position, and adapt to the company current and future development. At the same time introduce the implementation of this plan in one insurance company; describe how to revise, consolidate & develop it to ensure the company has a continuous talent pool and sustainable development.First of all, we make a comprehensive description of the definition, scope & character of the insurance enterprise, carefully analyze the current status of insurance enterprise talents, describe the serious situation of lack of talents after the foreign insurance companies entering China, and given the above, establish the insurance enterprise key positions talent pool system framework. What's more, we identify the internal key positions base on the company business development strategy, establish the value orientation management competency model and confirm the weightage, then select suitable talents who matched company culture. Last but not the least, nurture and develop the selected talents, clearly state the purpose, benefits and the methods of talents development, also establish the detailed talents development plan.In the last part of the thesis, applied the talent pool plan in one insurance company as an actual application case, identify the key positions, test & select the talents, set up the training & development plan in this company. During the operation, it is found some problems in the talent selection and development that not being considered at the beginning of the plan, base on this, propose the related improving suggestions.
