Based on the high turnover rate in R&D center, the thesis conductsresearch and has indentified that talent development effectiveness (short-termcapacity development and long-term career planning) is the most key factorleading to staff resignation. Given R&D knowledge intensive organizationfeature and its actual resource status, the thesis starts its study on peopledevelopment based on competency. Secondly, the thesis combs the literatureand summaries the theories related to competency which will support thestudy. Thirdly, the thesis tries to build competency model for R&D center anddevelop the specific talent development models based on competency forshort-term improvement and long-term career planning. Finally, the thesisimplements the model in project team to demonstrate the process and verifyeffectiveness, which furthermore demonstrate its application value.The topic discussed in this thesis has its general purpose, thus thefindings from this thesis have their values from theory and practiceperspective. Meanwhile the method, process, tool used in research could bereferred for the similar topic study.
