Research On Planning Management System In Small Towns

Developing small towns is a major strategy for economic and social development of rural areas, and it is the preferred programme to solve the " three agricultural " problems. As the leading factor of small towns construction , small towns planning will play an promoting role to the development of urban social, economic and various undertakings. The new developments and social needs make new demands to the preparation of urban planning, management and implementation.This paper made exploratory studies for introducing the basic theory and constructing the system of planning and management of small towns. Besides, the constructive comments to how to implement the system were made. The paper summed up the basic principles of small towns planning, introduced the tasks and content of small town planning and management, and summarized that two parts into the basis of small town planning and management; raised basic methods to small town planning and management, i.e. social management methods, administration methods, legal management methods, economic management methods and modern scientific management methods. On the basis of full and in-depth status analysis of small town planning and management, we summed up the glaring problems to current planning and management of small towns. Based on the system theory perspective, and the basic characteristics of small towns planning, we constructed a planning and management system of China's small towns; from the small town planning and management processes, we respectively constructed the system of the preparation and permission management, implementation management and supervision management. In response to the planning and management system, we made in-depth analysis of its input parts; based on the framework of small towns planning and management system, we designed its implementation flow, and characterized public participation in all aspects of planning and management.Applying the method of comprehensive literature, systems analysis and comprehensive integration, the paper analyzed the basic theory and status of planning and management of small towns completely and deeply.
