Research On Forest Resources Accounting Of Green GDP

After 1980s, traditional GDP cannot adapt the demand of human's harmony development anymore because the problem of resources and environment is becoming serious. Green GDP has become the social widespread focus. In national industries, forestry is a special one which is the collection of economic efficiency, social efficiency and ecology efficiency. Forest resources part of Green GDP is the value of GDP deducted by ecology destruction and environment pollution, which reflects the real level of development, this research is at the preliminary stage that only stresses on economic value but less in accounting of social and ecology value then been integrated into GDP.Taking sustainable development theory as instruction, this paper indicates that we should integerate Marx's labor value theory and utility value theory of west economy and absorb other theories at the same time. Then this paper establishes the object and target system for forest resources accounting, studies the pricing of forest resources, gives the forest resource measure model of economic value and then evaluates its applicability. To the ecology value and social value, the paper proposes the research way and the calculation method. On the base of value calculation, the paper analyses how to integrate forest resources into the national economy accouting system then obtains Green GDP. The method is to subtract the depletion of forest resources ecology value and social value when people increasing the economic value.This paper takes Heilongjiang Province which has rich forest resources for example, accounts the three kinds of forest resources value and then obtains Heilongjiang Province's Green GDP at forest resource in 2003, then proposes that this research's primary purpose is to remind people to goes out of misunderstanding of resource non-price and change the existing production pattern, realize the harmony of human and nature. Finally, the paper points out sustainable development strategy of forest resource for Heilongjiang Province, that is to establish compensation mechanism and carry out property right reform on the base of value accounting.
