Chinese oil enterprises have made great development in multi-national business, The three big oil companies have gained lots of projects in different countries in different ways. With the gradually being international of the global oil industry and the day by day intense of civil supply-demand, making more steps to join the world-wide oil compete will be the only choice for us. Facing the decision of the oversea cooperation projects, we must firstly consider which mode to be used which will decide the economic evaluation of the projects and also influence the whole carrying course. So it is imperative to summarize and evaluate the cooperation modes before ,and to get important experience from those to make sure the better modes for our behalf, It means a lot for guiding the deeper and wilder international cooperation.This paper begins with analyzing the competitive environment of multi-national business. On the base of the summarizing the developing situation between foreign companies and civil companies, we analyze and comparing the different getting-in modes including the definition, the inside meanings, advantages and disadvantages.Basing on those above, we study the influence to oversea oil getting-in mode from a macro perspective and build the index system. As many of the items are vague, we design the appraisal system model using fuzzy mathematics.In the end, through the investigation to"DaQing Oil Bureau"and some other departments which have rich experience in international cooperation projects, the related research data were gathered to appraise the"Indonesia oil blocks transfer from American Devon Energy Inc". Through the analysis of the results, we demonstrated correctness in the business strategy and the verification of our findings overseas oil cooperation projects as a model for supporting the decision-making methods.
