Since 1990s, the weakness of 3PL has been shown on the backgrounds of globalization and the increase of "global product", which drives the birth and development of 4PL.It's a hot point that what capabilities 4PL should possess to surpass 3PL.But also , the competence competition between enterprises has been a trend. On the base of the above reason, this dissertation takes a study on the capability and operation of 4PL from the point of competence.The dissertation begins from the definition of enterprise capability and concludes its three essential factors, i.e., entities ability, operation ability and core competence through large scale material reading. Based on it, the dissertation puts forward the definition and its key elements of logistics capability and, also the methods to enhance the level. Then the dissertation analyses the capabilities of different logistics service provider should possess, especially emphasizes the three different modes of 4PL capabilities. After that, the dissertation designs the three stage model of the operation of 4PL and constructs a model of service provider choosing of 4PL using language variables and fussy decision method. Then this dissertation applies the model to 3PL' choosing decision, which gives a good proof of the value of the model. Finally, this dissertation describes the perspective and analyzes the problem of 4PL, and give some concrete measures and policies to further improve 4PLcapability.The dissertation studies the operation of 4PLfrom the competence point of view, which enriches the theory of logistics and contributes to interrelated enterprises.
