Since the 1990s,the market of public utilities was opened one after another over the country,as the local governments respond the state policies to promote the development of Public Utilities.After more than a decade of painstaking effort,the reform of public utilities has achieved preliminary results.But the foundation of the traditional regulation system hasn't been changed.Although it has many bugs,the regulation system is continued which formed in the planned economy times.It has been proved that the development of Public Utilities has been obstructed seriously by the regulation system.While in the process of reform,the contradiction between public interests and private interests is becoming increasingly remarkable.In recent years,the price of public utilities generally advanced,which gives rise to the discontentment of the public.The price regulation,as an important subject,comes to the agenda.The thesis explores the source of the rise in prices,including the particularity in the utility price,the pursuit of maximal profits of the capital,government policy about the utility price and the inadaptability of price regulation.The traditional regulation system has many disadvantages,which has created conditions for rising in price and seriously restricted the development of our public utilities.Therefore,a series of measures must be taken to improve the pricing and price regulation system,and safeguard the public interests.In view of our country's regulation plights,and on the foundation of learning the advanced experiences in China and abroad,thesis paper makes clear the regulation guidelines,primary objectives and principles,explores the function of the regulation organization,innovation of the utility price mechanism,as well as perfection of the regulation surveillance system to make our country's pricing and price regulation of public utilities more perfect.It will certainly promote the development of our country's public utilities' marketization and guarantee the healthy development of the public utilities.
