Technological capability is one of the most important indexes to access a corporation even a country. The research on technological capability is the frontier topics of the enterprise strategic management. As the technique revolutionary sweeps the earth and the market competition becomes fierce, the traditional construction enterprises need to improve technological capability so as to enhance the enterprises' competitiveness.Based on the technological capability research from economists and scientific researchers, this article argues that technological capability is the key to enhance the enterprises'competitiveness. The growth of enterprises'technological capability always goes through from copy technology, creative imitation to independent innovation. We do research on the steel and coking industry, which are the main industry of China Metallurgical Group Corporation Chengdu Company. After analysis this company's basic situation, including organization structure, human resources composing, technology, marketing, technological innovation and competitors, we conclude that this company need to improve its basic situation. Furthermore, this company lack of high level technology and the innovative manager.Using the cases, this research suggests that company should cultivate technology which is people oriented, perfect employment mechanism, build enterprise culture, encourage the employees, and set up innovative fund, so as to facilitate the technology.At the same time, this research demonstrates that the traditional manufacturing enterprise should attach importance to information technology. These enterprises should form mechanisms of structuring learning organization. In addition, these enterprises should make use of technology beyond themselves, e.g. using technology cooperation and technology combination.
