| Along with the country's economic development, investment promoting regional economic development has been the growing role attracted by the people's concern. For China's regional economic activity, a major issue is how to improve the investment environment and attract investment. Before improving the investment environment, Another important job is to conduct an objective assessment of the region's investment environment and fully understand. Based on our regional management point of view, how to conduct an objective evaluation of the regional investment environment and how to optimize and improve the region's investment environment is a hot topic of regional economy. Based on the concept and classification of investment environment, this article have done a detailed analysis of investment environment about Theoretical basis and evaluation methods. In the respect of practical considerations, this article establish a regional investment environment evaluation system. Choosing a hot area, Binhai New Area of Tianjin, evaluating and optimizing the investment environment in this region as my empirical analysis. In empirical analysis, the first, using qualitative research methods, to analyze the superiority and inferiority of investment environment in the Binhai New District, then using the method of quantitative analysis, mainly through three perspectives: By selecting Pudong New Area of Shanghai, is similar to the Binhai New District, from consideration of economic indicators, social indicators, ecological indicators, this article make a comparison between two regions, finding out the gap between Binhai New District and Pudong New Area; Second, by choosing 1994-2004 data about industrial structure of the Binhai New Area, this article analyze changes among 10 years, research shows that the Binhai New Area's industrial structure is not quite reasonable reality; Third, analyzing investment environment of Tianjin, closely relating with Binhai New Area, by using Factor Analysis, objective, specific terms Reveal the lack of investment environment in Tianjin. After making final conclusion about evaluation of the investment environment of Binhai New Area, then from considering optimization of regional management, optimization of regional space layout, optimization of regional industrial structure, optimization of regional innovation system, optimization of the regional brand, optimization of the regional preferential policies, proposing some feasible measure, improving the investment environment in the Binhai New Area. |
