In the year of 1999, in order to change the way of trade growth and development of exportation, our country raised the idea of "the strategy of revitalizing trade through science and technology" . The essence of this strategy is to try to boost the exportation of high-technology products and achieving the goal of strengthen trade by reforming the traditional industries, upgrading export structure, raise the quality standard, technology value and added vale of export goods. The exportation of high-tech product amounts 281.5 billion US dollar in 2006, increasing 29% against 2005. The export weight of high-tech products is keep rising too, which means that in those years after the "strategy" is put into practice, high-tech products trade have become the new propeller of foreign trade growth.Since the adaptation of the strategy, we have been making great progress in the foreign trade area; higher competition ability is one of them. What' s more, it also has many positive effects in the trade of merchandise, technology, service and even in the drawing of foreign direct investment. In spite of all those bright sides, there are some problems too. For instance, the overall lack of competitiveness, uneven developments between different provinces, foreign companies constitute the majority of all the exports and the low added value. How to solve those issues and let the pull-up effect of high-tech export going more smoothly? This is the question needs to be answered here.On the basis of studying the experimental pull-up effects and the realities in our country, I analyze the main causes and drawbacks of the economic growth high-tech exports contributed. Then some suggestions are made to improve those aspects and making our system a better environment for the pull-up effects to work.However the strategy of revitalizing trade through science and technology is a massive and fundamental project, which includes the transition of government behavior, importing technologies and their fusing into the research and development process, the investing and financing system, and the protection of intellectual property rights. Those are also the areas we need to improve. So following the guide of modern trade theories, studying the effects of the strategy, learning from the similar experiences of other country is more than necessary to the sustainable development of China's foreign trade development.
