The airline is a commercial organization providing air transport services with the characters of high investment, high technology and high risk. With the rapid development of economy globalization and knowledge economy, domestic airlines are facing the unseen pressure and challenges from competitions. How to efficiently acquire and manage the human resources has become a key factor for domestic airlines to handle the situation after China entering WTO, remain high speed growth and fulfill the consistent operation. Training has become a significant means for enterprises to accumulate personal resources and to improve competitive abilities. However, being the last step of training, training effectiveness evaluation whose theory and practice are seriously lacked is always a feeble one. Under such background, researching and studying the training effectiveness evaluation of airlines to help corporation carry on training activities systematically and scientifically will be of vital importance and of realistic meaning for airlines.Based on the present practice of training and training effectiveness evaluation of China airlines, the paper combines the theory analysis with practice, follows the researching idea of systematic theory, and is guided by the theory of training effectiveness evaluation. The paper designs a new training effectiveness evaluation system for domestic airlines, including process design, project design, and model. Based on the Kirkpatrick's Four-Level Model of Evaluation and Phillips'Five-Level ROI (Return of Investment) Model of Evaluation, this paper brings forward the airline's five-Level model of Evaluation, adding employee satisfaction evaluation level, the factors of the training needs considered in the model, makes up the deficiency in the previous model, and gives the calculation and application of the model further. Finally, through concrete implementing system of training effectiveness evaluation in Company A, the result proves the system is feasible. Therefore, the author hopes this text can help the airlines standardize the training and ensure the efficient actualization of training. So the corporation will achieve the end aim of training, to change the employee's behavior and improve the organization performance.
