As an essential human capital investment, training has been rendered important by stockholders, managers, as well as the trainees. How to calculate and evaluate the cost and earning of the manpower investment has been an important question of human resource management.The final purpose of this paper is to obtain a new training evaluation model for china railway business enterprise. It will be help for china railway business enterprise to develop it's training effectiveness.This article reviews the literature on evaluation the effectiveness of training, including the Kirkpatrick model, Jack Philips model, CIRO model and methods of evaluation training effectiveness. Through analyzing the current evaluation training effectiveness system and other situations in china railway business enterprise, the advanced training evaluation principle and theories in the world, successful experiences in domestic and abroad enterprises, the paper points out a new training evaluation model for china railway business enterprise. Besides, this paper has a case analysis on Changsha Railway Party School. This case was carried out on the basis of Kirkpatrick models, assessing the reaction level, learning level, and behavior level of the trainees in Changsha Railway Party School training course.
