The author has been involved in a project, which belongs to Beijing Science and Technology Commission. In the process of the project, the author wrote a research report. This paper is based on the studies.On one hand, how much what a company owned material resources determined the development of high-tech enterprise. The other hand, the human capital owned also played a major role in the development of enterprise.High-tech enterprise has its own unique characteristics. For this reason its human resource management is different to that of traditional enterprise.Currently, human resource management method of Chinese high-tech enterprise has lots of advantages than that of traditional enterprise. For example, stock options and employees holding are widely used. However, there are still many deficiencies existed. Changping Science Park has a good trend of development. However, there are still many problems. Irrational human resource management is the typical one.Cumulative minor problems will be difficult to solve. Therefore, human resource management method is necessarily to be changed, and it is also the reason of writing this paper. In the process of writing this paper, the author do a lot of practical research.High-tech enterprise mainly faces two risks- the risk of product development and the risk of failure. Technical and management staffs have close relations to both of the risks. Therefore, technology and management staffs are the key object. Specifically speaking, from the training and incentives point of view , the paper gives us a careful analysis. Emphatically, the author analyzes deficiencies of the current human resources management method.The theory of this paper comes mainly from the western economics. New institutional economics and information economics are mainly used.
