This thesis carries out studies into general theories of public selection and points out the significance of public selection for a state-owned enterprise to regroup itself as the stock corporation. It stressed how to select correct staff effectively. On the basis of SG electricity plant's practice, the text explains how to found public selection system for an enterprise.The first chapter states the research background of public selection and research meaning: to establish the public selection system as to inspire the human resources allocation in state-owned enterprises. In the second part it explains the theory foundation of public selection, which includes motivating theory, relevant human resource theories and human resources allocation of market economy. Then, it introduces the meaning and process of public selection. The thirst one concentrates on analyzing the process of public selection in state-owned enterprises. If we want to reach the goal of public selection, there are two conditions we need to meet. The first is the environment of an enterprise suitable for public selection, and the other is determining the effective process and method of talents test. The next one starts with operating plans of SG electricity plant. It shows concrete steps of public selection and analyses the role of public selection. In the last one, we can see the relation between public selection and other human resources management.
