With the development of our country's city,satisfying the demand of urban life,but lending to the city's traffic congestion and pollution problems,and also increasing traffic accidents.In this situation,the development of urban rail transit can solve a lot of social problems,such as the traffic congestion,the land resource consumption,the excessive energy consumption and the environmental pollution in the city,and also can promote the development of the city's business,bring new vitality for the city.Therefore,building the urban rail transit mode,such as metro,light rail and high-speed train,is a good choice for developing the urban rail transit in China.Changsha is located in the middle of China,connecting the north and the south,and becoming a transitive point that bonded the East with West.Changsha plan to establish a national integrated traffic hub city with modern international civil airports,XiaNing newport,high-speed railway,and the highway that full with water,land and air transportation system,Relying on the metro,inter-city and highway network formation in Changsha,the "3 + 5"metropolitan area with 90 minutes transport circle will be built for promoting the integration of "3 + 5" urban metropolitan area.And Changsha is expected to build 12 subway lines in 2022,more than 260 kilometers.However,the construction of urban rail transit is difficult to raise money in this situation,because it needs to invest enough capital,and it will not be profitable in the short term and also recover the necessary funds in the long time.In China,the financing of urban rail transit is almost relied on the government.This kind of subject is simple,and the total amount of financing is limited.How to develop a better urban rail transit mode and establish more effective investment is an important part between the academic and government research,and also the most important focus of this paper.Linking the research theory with practice is a new way,and it's also an important guiding significance for development of industry and government policy.Through the research of metro at home and abroad,and analyzing the typical experience,we will find the suitable development for the investment and financing mode of urban rail transit.We will find the suitable mode for the Third round planning of urban rail transit in Changsha.
