The Silicon Valley USA, Hsinchu Science Park Taiwan and Tsukuba Science Park Japan are recognized as the world-class hi-tech zones and the model of hi-tech constructions. Chinese hi-tech zones develop in different stages under different situations, so the world advanced experiences and models of hi-tech zones, which are developed in its own specific situations, should not be simply copied. The urgent subject for the hi-tech zones' development is to objectively evaluate the development of Chinese high-tech zones, examine and compare advantages and disadvantages of the management systems of high-tech zones, analyze the changing trends of high-tech zones' management systems, explore the experiences of high-tech zones' management systems which are suited to the high-tech zones' development. After research on the current situation of the domestic hi-tech zones in China, this essay has made a deep study and analysis on the management system of the international and domestic hi-tech zones and provides an organization model for Chinese High and New Development Zones.
