Since Silicon Valley, the first Hi-tech Science Park of the world, was set up in 1950s in the USA, all the countries around the world treat the construction of hi-tech science parks as the important strategic measures of developing hi-tech and hi-tech industries. The Chinese government has set up 53 state-level hit-tech industries development zones (hereinafter as hi-tech zones) since the pilot setup of Beijing Hi-tech Industries Development Zone in 1988. The functional enrichment and improvement of high-tech zones has greatly promoted the transfer of science & technology achievements, and become a symbiotic phenomenon of economic development and social progress.As the special hi-tech area, hi-tech zones' development lies in the management systems. For the future hi-tech zones, they should set up and are capable of setting up a new management structure with the characteristics of hi-tech industries, market economy, transfer of government functions, and reflecting the objective laws of hi-tech zones. The Silicon Valley USA, Hsinchu Science Park Taiwan and Tsukuba Science Park Japan are recognized as the world-class hi-tech zones and the model of hi-tech constructions. Chinese hi-tech zones develop in different stages under different situations, so the world advanced experiences and models of hi-tech zones, which are developed in its own specific situations, should not be simply copied. The urgent subject for the hi-tech zones' development is to objectively evaluate the development of Chinese high-tech zones, examine and compare advantages and disadvantages of the management systems of high-tech zones, analyze the changing trends of high-tech zones' management systems, explore the experiences of high-tech zones' management systems which are suited to the high-tech zones' development. After research on the current situation of the domestic hi-tech zones in China, this essay has made a deep study and analysis on the management system of the international and domestic hi-tech zones and provides an organization model for Chinese High and New Development Zones. The general design and mail policies of High & New Development Zones are the function confirmation and the management models with the effective management system to guarantee the healthy development of the zones. It is urgent for the Chinese hi-tech zones to improve and reform their management systems. The management systems of High & New Development Zones are different to ordinary Administrative Areas or Economy Areas, neither is it similar to Departments or Industries. The management systems of the hi-tech zones Zones require the tight co-operations among all the administrative sections in order to increase the work efficiency and the service quality and for the final purpose to provide a good environment for the investors and the business. Though the management systems vary in forms, considering the differences in the administrative forms and ways of operation, most Development Zones take considerations on the balance of the various economic groups and to harmonize the connections of all the administrative methods. Absorbing the research of the international and domestic management theories, combining the development disciplines of the development of the hi-tech zones, this essay provides a model for the Administrative Organization which is suitable to Chinese hi-tech zones.ContentsⅠ.
