According to the general experience of Western countries, with the process of industrialization, the demand for land possession increases. While industrialization reaches its peak, the amount of land use has reached the peak also, then gradually showing a downward trend. Now China is aheading to industrialization, economic development needs lots of land. Shandong Province is a major economic province with a large population, the problem of land matters. Now Illegal land use is a serious problem, Ministry of Land Resources inspected the land use since 9, 2004 and found that Illegal land use in some cities have less to 60% and more than 90%.Firstly, the contradiction between the socioeconomic development and supply and demand of land is particularly prominent. First of all, from a national security point, the amount of land available for occupancy is declining year by year. Only in the year 2003, the amount of farmland was occupied 343.7 million mu nationwide, 75.6 million mu destroyed by natural disaster, 3,356 million mu again to the farmland from Ecological use, 497 million mu decreased because of the adjustment of the agricultural structure; at the same time, 466.2 million mu back to farmland because of the development of land consolidation and reclamation. The net amount of farmland decreased 3806.1 million mu the whole year. The amount of farmland dropped from 18.89 million mu by the end of 2002 to 18.51 million mu by the end of 2003. Secondly, the demand for land use is extremely strong because of socio-economic development, it is necessary to uphold the most strict land management and farmland protection system in the long run to promote efficient land use. Secondly, the Party and the State Council of China has had paid a great attention to land management and control. In 2004, they promulgated the "Decision on strict land management reform", making a thorough prescription about strengthening planning and management, protecting of the rights and interests of farmers, promoting intensive land use, improving responsibility. In 2006, they issued the " notification of the establishment of national land supervisal system ". Aiming at the outstanding contradictions and problems of the economic operations and land management, the State Council held a special meeting on research about the land control and issued the "Decision on strengthening the control of the land". These two aspects focus on one point, that is, how to guarantee the implementation of land use planning. Shandong Province enacted land-use planning twice which reflected the overall interests of the people and controlled the land strictly, but in reality, it is very difficult to guarantee the implementation of it. Though the planning existed, it had not been implemented or very difficult to implement. Therefore, a thoroughly and comprehensive implementation of the land use planning is the most crucial point in the process of land management and one of the key issues in the implementation of the scientific concept of development and the achievement of sustainable socio-economic development, so studying on the safeguard mechanism of land use planning is important.Specifically speaking, according to the relevant laws and regulations enacted by the country and obeying the objective law of socio-economic development and considering the needs of reform and modernzation in Shandong province and starting form guaranteeing the land use planning, the main purpose of this paper is to ensure the implementation of land use planning based on the practice of the implementation and the effective analysis of the policies and methods of it in Shandong Province in order to investigate and discuss how to guarantee the implementation of it. The paper includes four parts: the first part is the analysis of the positive effects of the implementation and management of land use planning, primaryly on the analysis of the current implementation of it and the experience of land management departments at all levels in Shandong Province in last land use planning, such as: concept changes in land use and management; improvement of the legal status of land use planning and the initially establishment of the basic institution; increasing maturity of the market means of the land use; launching the economic means to land use planning; strengthening social means to land use planning; Digital management of land use planning and drawing attention to the ecological environment protection of land use planning. The second part focused on the analysis of the problems of the implementation and management of land use planning in Shandong Province. It highlights the reasons, difficulties and the influencing factors in the process of implementation, such as: not so good planning due to the rapid economic development; misunderstand the importance of land-use planning; incompatible with other special plans; implementation of relevant policies and regulations to protect and improve of the planning; improvement on the formulating of land use planning; Asymmetric between goals and means; imbalance of the effects and Intensive use of land conservation; urgent solvation to many problems on rural land; implementation of the economic adjustment; imperfection on public participationand and supervision. The third part mainly discusses the overall goal, the basic principles and main content in the existing state laws and regulations and to explore the implementation of land use planning and management in Shandong Province; The fourth part mainly discusses the feasibility of suggestions and measures of land-use planning in the area of the legal, economic, administrative, social and technological according to the reality of Shandong Province in order to further supplement and improve the safeguard mechanism of land use planning.
