Research On The Foundation Of Project Management Platform Of Business Incubator In Shandong Province

Since the business Incubator appears, it has become an effective tool for the development of the regional economy in the world that has been widely used and promoted. The establishment of business incubators to incubate initial technology enterprises has become almost the same action in the world, and "incubator" concept as a new term of Industrial Economics has been widely used.In such social context, business incubators in China, starting from scratch and going from less to more, the trend was to flourish. They have got a remarkable achievement, promoted the integration of science and technology with the economy and fostered new economic growth points. Science and technology business incubators as the complex integration of S&T phenomenon, economic phenomenon and social phenomenon has attracted great attention from all sectors of society. Shandong Province as one of China's major provinces, business incubators, especially, science and technology business incubators have been impressive, they have promoted the development of the regional economy of Shandong Province effectively. But there are many practical and theoretical constraints for the rapid development of business incubators. To deepen business incubators theoretical research and accelerate the pace of development of business incubators in Shandong province, on the basis of drawing the existing theoretical studies, this paper reveals the theoretical evidence of existence and development of business incubators, studies the social function of business incubators, Through a review of the incubator's development history in the United States, I have done a very detailed comparison between China's incubators and those of the United States, and gain a lot of useful insights which can be used to guide China and Shandong Province's incubator building. On this basis, I try to undertake a more in-depth analysis to the existing practical and theoretical problems, and put forward to practical solutions combining the current situation in the development of business incubators in Shandong Province. And taking the operation of Information industry specialized incubator in Shandong Province as an example, I consider the entire operation of an entire incubator system as a project to study, and narrate the construction of information technology special incubator mainly from the aspects of the project's background, software and hardware construction for incubator project, Incubator project risk management and its development strategy after the project is finished, wishing to build a project management platform for operational applications to guide incubator building in Shandong Province.
