With the issues concerning on agriculture, rural areas and peasants being severe, it became a hot issue how to enhance the income of peasants. As a developing province, this problem was obviously severe in Guizhou for the income of peasants was the secondly lowest in our country. The author representatively investigated relationship between the cultural quality and income of peasants in tobacco-planting areas of Guizhou province in 2002-2004 years. The results indicated that small scale of planting tobacco and poor cultural quality of the peasants were the main reasons for their low income. Corresponding countermeasures were put forward to including: continuing to implement family planning policy, improving social security and health service; reducing peasant education charge and popularizing 9-year compulsory education, extending agricultural science and technology to enhance peasant cultural quality; changing the agricultural structure from mainly producing cereal crops to cash crop like high-quality tobacco in the tobacco-planting areas as well as increasing the export of labor services to solve the existing problems in Guizhou province.
