The Study Of Cyclic Economy Mode During The Development Of The Medium And Small Western Cities Of China

In the western development drive strategy instruction, the economy of the western area has obtained the certain development. Among them, the state and local authorities have the acceleration, which not only promoted the development of cities in the western, but for the rational use of resources and effective allocation of the foundation. But, because of some of natural, man-made and the legacy of the past for some of the problems of urbanization, there are much more difficulties for the further development of the western cities, especially small and medium--sized cities of west.These problems are mainly in the following aspects: (1) Ecological environment is damaged seriously and ecological environment has become increasingly fragile. In many parts of the west are at the"poverty--the deterioration of the ecological environment–poverty"in a vicious cycle.(2)Irrational utilization of resources and inefficient utilization of resources. The mode of economic growth, which of small and medium-sized cities in western is most extensive type. Distribution of small and medium-sized cities in the enterprises is a high input, high consumption, low output and low quality, low labor productivity to achieve economic growth. (3) Environmental pollution is serious. As small and medium-sized cities west of the original infrastructure is not perfect, with the most recent development, urban infrastructure has been lagged behind the pace of development, with urban construction, environmental has been neglected, making the urban environment to deteriorate further. (4) Lack of urban planning science. (5) Supporting infrastructure. (6) Function of cities is imperfect, and the cities don't perform its function. Because western small and medium-sized cities in the industry, talent, technology and other economic factors aggregation ability are still not strong enough, not in apposition to absorb the surrounding agricultural and rural surplus labor. Also not stimulate the surrounding agricultural and rural surplus labor and not stimulate the surrounding towns and rural economic development.In order to solution these problems and overcoming the difficulties and coming true sustainable development of the western small and medium-sized cites, we raise cyclic economy. The content and principles of cyclic economy is same as the content and principles of sustainable development, so cyclic economy is comply with the sustainable development strategy, and is effective security measures witch make western small and medium-sized cities develop sustainable.Based on the analysis of the small and medium-sized cities in China's western region development, and based on the practice and exploration on the basis of domestic and foreign cyclic economy theory in the course of urban development, coming to use the cyclic economy and the related ecological agriculture, industrial ecology, eco-tourism of theory for the development of small and medium-sized cities and solution the current problems, witch is feasible.Small and medium-sized cities are regional cities; their development is impacted greatly by the region's geography, environment, resources and other socio-economic conditions. Therefore, selecting the mode of the development of small and medium-sized cities should fully consider the characteristics of the areas, and in order to formatting the regional characteristics cities. Recently, in our country, there are eight modes for the development of small and medium-sized city. Respectively:Satellite cities, comprehensive regional center mode, transport hub model, mineral mode, the tourism economy mode, export-oriented economic model, and the trade-based economy and technology city model. Recently, in our country, the western small and medium-sized cities are mostly comprehensive regional center mode, mineral mode and the tourism economy model, some of them is transport hub model and the trade-based economy, technology city model and export-oriented economy are nearly not existence in western small and medium-sized cities.On analyzing and researching for the western part of small and medium-sized cities of the three prevailing modes of development, in order to finding out the mode of cyclic economic development, witch is suit for these three models for the development of small and medium-sized cities in the west. The economic system of the urban system is the most important when city recycling economy play the main role. And the economic system of the urban system is composed of the production, circulation and consumption of system. Exploring and constructing a model, witch is from agriculture, industry and tourism aspects in the main production system model of economic development cycle. Furthermore, we have to consider other systems of city; witch must to be in the cycle of economic development model. And the sustainable development of the whole city is been coming true.Finally, by exploratory studying for the without typical example, witch is Qingyang City, Gansu Province, proving the development of recycling economy in Qingyang City, witch is possible and necessary. And in accordance with its existing social and natural resource profile and the third draw, the production cycle of systems in Qingyang City can develop cyclic economic model from agriculture, oil and tourism. By constructing the recycling economy model to develop agriculture, tourism and oil in Qingyang City, summarizing and concluding cyclic economic model, witch is suit for this type of development of small and medium-sized cities as Qingyang City. In order to providing the development and construction of these types of small and medium-sized cities, and solution the problems and difficulties in the process of development in these cities, finally these cities have been coming true sustainable development.
