Our state's economy has been rapidly increased since the last 80s 20 thcentury. Our state has realized a super high economy growth rate at annuallyaverage 10.6% for 17 years from 1978~1995 and has still kept it atapproximately 8% from 1995 to now. But as widely known, it isunavoidable for our state to be caught in several serious resour ces andenvironment problems along with the stellar economic value brought by itsrapid economy growth. Environmental pollution is gradually exacerbatedrapid increment rate has consumed a lot of resources, which could be mainlyspecified as: gradual exacerbation of our eco-environmental problems;gradually steep resources crisis.Along with the gradual exacerbation of the resources and evrionmentalcrisis, changing the current style economy mode realized by resourcesconsumption has become an critical task for China and even the wholeworld. Each nation in the planet has already realized the restriction onfurther economy development caused by environment destruction andresources exhaustion, which provides a birth of the circular economy mode.Being the most advanced production of human being's exploration of thesustainable development road, circular economy combines the"circulation"concept with"economy development"and realizes the change from thetraditional"high exploitation, low usage, high discharge"economy mode toadvanced"low exploitation, high usage, low discharge"economy mode, andfinally makes the sustainable development of economy become ture. It isobvious that the circular economy mode is a definitely fitful choice for ourstate to realize a healthy and rapid economy growth. Through necessary researches, this thesis finds out that an objectiveand correct circular economy development assessment index system is alsomore and more widely considerd as an important segment to propel thedevelopment of circular economy besides the lackage of wholesome lawsystem advanced management mode technical and information supportsystem and the enough realization of the importance of propaganda andpublic participation. It is a multi-factors involved and well comprehensivesystematic project to develop circular economy. To scientificly assess thedevelopment situation of circular economy, it's quite necessary to set areasonably designed and good-to-work circular economy assessment indexsystem with relevant data and information documents, which could becompetent to offering data support for circular economy management anddecision.This thesis firstly makes a basic theoretical analysis of circulareconomy including the concepts and theories running mode and principlesabout circular economy, specifies some current common weight evaluationmethods and synthetical assessment methods, and summarizes the currentforeign and domestic research trend and practice application situations ofcircular economy, which establishes theoretical basis for further research.Starting from circular economy's"3R"principle and combining thestudied case's specific circular economy development situation, this thesissets a synthetical assessment index system for resional cir cular economydevelopment level on basis of sufficient perusal and analyses of relevantdocuments. This thesis's assessment index system is mainly devided to fourlayers from high to low, respectively is objective layer principle layerprinciple layer and index layer. Objective layer is used to demonstrate resional circular economy development level; principle layer devidesresional circular economy development level to economy eco-environmentand society sub-system, aiming at respectively demonstrate its developmentsituation from each aspect; principle layer further devides the sub-system,and comprehencively demonstrate every sub -system's development level;index layer is the lowest layer of the entire assessment index system,demonstrates principle layers'development level from specific aspects suchas number intensity and change extent. This thesis's assessment indexsystem's assessment standard is classified to four levels confirmed bycomparison analysis method.This thesis uses AHP and entrophy combi ned subjective&objectiveintegrated weight evaluation method to confirm the index weight, which ismore reasonable than single subjective or objective method and sufficientlydemonstrate index's importance upon the final assessment result. Subjectiveand objective's proportion in the final index weight is confirmed via expertsconsultation, the proportion ratio is set as 0.85:0.15. This thesis choosesmulti-level blurry integrated assessment method to calculate the final result.Multi-level blurry integrated assessment method uses the concepts of blurryaggregation and sujection extent which breaks elements'absolute subjectionrelationship with aggregation in the traditional aggregation theory.Multi-level blurry integrated assessment method uses sujection extent todemonstrate the blurry relationship among entities in reality. This methodcomprehensively considers every subjection extent's effect on the finalassessment result, and also has high information usage percent and can givemore objective assessment result.Combining Harbin's actual circular economy development situation, this thesis thoroughly analyzes and comprehensively assesses Harbin'scircular economy development level in 2005 by using the integratedassessment index system for resional circular economy set in this thesis, andthe calculation result is that the"good"level's relevant subjection is 41.8%,higher than the other three levels, which means Harbin's current circulareconomy development level is"good"according to the largest subjectionprinciple. During analyzing calculation results, this thesis finds out thatHarbin's current development situation is good in large scale, its's capabilityin aspects such as resources recycling and noise control attains our state'sadvanced level while in other aspects such as water consumption materialsconsumption pollutants discharge urban waste water disposal, proportionof clean production corporations is far behind our state's standard. Thisthesis put forwards some correspondent measures for the shortcomingaspects in current development phase on basis of the analyses of calculationresults, and provides scientific information support for Harbin's furthercircular economy development.Case study proves that the integrated assessment index syste m forresional circular economy set in this thesis is able to reflect the mainrestriction factors and advantageous factors in different development phasesof resional circular economy and offer necessary basic data support andspecify work emphasis for resional circular economy's steady and rapidgrowth. The calculation methods adopted in this thesis are relatively moreunderstandable while scientific and better to apply.
