Research On Circular Economy Evaluation Index System And Demonstrable Assessment

Circular economy was presented by Kenneth E. Boulding in 1960s, it is an economy that change traditional high resource consumed into ecotype resource recycling. The Reducing, Reusing and Recycling principles are the rule of circular economy to guide the socioeconomic behavior. Since the circular economy was proposed, the scholars inside and outside China have researched on its connotation, basic theories and correlation theories, they also have practiced it on society, region and enterprise lays. People have gradually learned that the significance of the circular economy development to carry out sustainable development in the whole society.Circular economy development is a huge systems engineering, it not only requires us to establish project, programming blueprint, but also require us to determine the rate of development, evaluate development level, so it gives us a fire-new task—circular economy evaluation. If want to evaluate the development level of circular economy, we must use some indexes, and the circular economy development include society, economy and environment areas, so it is necessary to establish a index aggregate including each subsystem, namely index system. Index is quantitative information that helps people to understand how things change along with time. Circular economy evaluation indexes are the floorboard of a series of indexes which base on circular economy, sustainable development and eco-economy, use statistics, economy and mathematics methods to determine and measure the development level of each lays in a phase.At present, the scholars inside and outside China have done a lot of researches involving types, principles on circular economy evaluation index system, especially the scholars inside China have done some studies on circular economy evaluation index system about society, eco-industrial park and enterprise lays. But there are some problems about circular economy evaluation index system, such as the limit of the evaluation content isn't clear, the index system lacks theories to sustain and so on, so it does need a relative intact evaluation index system at present. Thus, the writer in this dissertation studies on the work objective, assessment content, index system theoretically and index weight ascertain methods, and establish a circular economy evaluation index system be the same with society, and take Jilin province for example to validate this index system.Circular economy evaluation index system is service for circular economy, circular economy's essence is eco-economy and its final aim is to achieve sustainable development, thus, the theories foundation of circular economy evaluation index system are circular economy, eco-economy and sustainable development content. The design of index system for circular economy should be well catered to recycle in circular economy and sustainability and development in sustainable development. If only design an evaluation index system that people can use some methods to inspect and forecast the development of circular economy, and provide decision-making service for circular economy, and only through design a index system that people are able to judge the development level of circular economy, find problems, revise its develop way.In this dissertation, the basic principles to choose indexes are scientific, maneuverability, system and levels, maturity and conciseness, combine the sustainable development index system, eco-province, eco-city, eco- county target systems and actuality of the circular economy development, divide circular economy evaluation index system into three lays, 26 indexes. Target lay: express the capability of circular economy synthetically, reflect the collectivity status and develop trend; rule lay: disassemble circular economy evaluation index system to three function aggregates: economy development aggregate, eco-environment aggregate and reduce and recycle aggregate; index lay: adopt fathomable, comparable and securable indexes, they are the basic factors in index system, evaluate is done in this lay.Because of that the core of circular economy is to use resource circularly, and our country is an agro-country, huge resource consume country, thus, the design of indexes have to take the resource consuming into account, but considering the limit to statistic, this dissertation choose four indexes as circular economy character indexes. This dissertation gives the meanings and expressions of each index, adopt analytic hierarchy process and equivalence to ascertain each index's weight since we can't point out which index is more important impersonal, and then take Jilin province for example to validate this index system. Compared the result with circular economy development table, the conclusion is accord with the fact.The dates of indexes in this dissertation are from statistics department, environment department and agriculture department, one or two dates which couldn't obtain in statistics information, we can get them through literatures and internet. Adopt international criterion or eco-province, eco-city, eco- county target systems criterion as the criterions of the indexes; thus, it achieves well maneuverability in date securable, criterion securable and evaluation maneuverability.
