On the base of thorough studying economy characteristics of urban public transportation system, this paper particularly analyses history, status quo and matters of Tianjin urban public transportation system, points out that the key of develop in Tianjin urban public transportation system is money. Along with quicken of citylizing, develop of city more and more needs urban public transportation, but, singularity of financing and scarcity of money in urban public transportation badly restricts it's develop. This paper compares Tianjin urban public transportation with advanced cities in the world, on the base of using advanced cities in the world for reference, builds a new financing system of Tianjin urban public transportation, and builds a set of evaluating system aiming at the operating of urban public transportation, using this evaluating system to evaluate the benefit of urban public transportation, and make a sound financing decision-making.This paper adopts method that combines demonstration research with theoretical research. Firstly, economy characteristics of urban public transportation are taken apart and researched, analyse frame chart is established to dissect interior and exterior economy characteristics of urban public transportation; secondly,this paper analysises the develop status of city economy and urban public transportation in Tianjin, compares with that of advanced cities in the world, to find out problems; on the base of the hereinbefore analyse, this paper builds a new financing system of Tianjin urban public transportation, and pointed out that the key of building perfect and effective system of resource collocating is building scientific and suitable financing system, and that also is the key of abtaining developing money and power in Tianjin urban public transportation; lastly, this paper builds a set of evaluating system aiming at the operating of urban public transportation.
