Alleviating rural poverty and improving working and living conditions in underdeveloped areas is one of the major responsibilities of the government. In this year's NPC&CPPCC, Premier Wen Jiabao's government work report also expressed the government's determination to continue to increase input in the work of poverty alleviation. The Third Plenary Session of its Sixteenth Central Committee decided to"building a socialist harmonious society"is a systematic social project which needs the whole society share responsibility. As to poverty relief and development, the decision not only decided to put forward specific requirements for further clarification of the goals and tasks of poverty relief and development, but also the status and role of poverty relief and development in the building of a harmonious socialist society. Therefore, better job of poverty relief and development work is not only the work of poverty relief and development itself ,but also an important way to building a socialist harmonious society.Since the beginning of reform and opening up, the government and all sectors of the hard work, China has made tremendous achievements in poverty. On 25th-17th May 2004, World Bank held the largest ever meeting in Shanghai in global poverty reduction, to promote exchanges and learn from other countries, especially China's poverty-relief experience. It is affirmation of China's achievements in the area of poverty reduction since 25 years of reform and opening up. In the last 20 years of the 20th century, China's rural population in extreme poverty decreased form 250million in 1978to 26.1 million in 2004. The poverty-stricken population reduction in the world mainly happened in China. However, with the rapid development of poverty alleviation practice especially the decreasing of poverty-stricken population, the characteristics of poverty in our country have changed gradually. These changes to China's poverty-relief work has created some new challenges and problems. One conspicuous problem is poor investment decision which needs more scientific and standardized. How rural poverty reduction project investment decision-making is not only a theoretical issue, but more important is a matter of practice.Based on the above historical background and practical significance, this paper emphases on analyzing the World Bank's investment decision-making mechanism in China's rural poverty-relief project, the adaptability of World Bank in China, and then contrast the decision making mechanism between China and World Bank, to identify the gap between them and to make policyrecommendations.The paper consists of six sections: Chapter 1, Introduction. This chapter outlines the background of this paper, significance research status quo of interrelated contents inside and outside country, the main studying contents of this paper, and presents research.Chapter2, the fundamental principle of decision-making on project investment of anti-poverty in rural. This part analyze the meaning of the decision-making of anti-poverty in rural. The analysis focuses on the evaluation of the anti-poverty projects. Chapter 3, the status quo of rural poverty and decision-making of poverty alleviation in our countryside. This section first describes the basic characteristics of China's rural poverty and the poverty reduction strategy process. Then summarize the status of decision-making of poverty alleviation form the respects of scientific, reasonable and benefit. And point out the problems that exist in decision-making of anti-poverty project in our country. Such as follows: 1,scientific awareness among the investment decision, serious misappropriation of funds;2, single anti-poverty program and flimsy market research; 3,project evaluation sham;4,decision-making methods are outdated and decision-making procedures not scientific and not standard etc.Chapter4, the decision-making mechanism of World Bank in anti-poverty projects in our country, which is the focus of this report. The first part of this section is to introduce the typical project cycle of the World Bank, namely the selection, project preparation, project evaluation, project negotiation, project implementation and monitoring and evaluation of projects. And in light of our own reality, summarized the procedure of use of the World Bank loan in anti-poverty project in our country. Then analyze the assessment system of the World Bank and the risk control analysis which are the two important factors to the success of the World Bank projects. In the end through the anti-poverty case in Fengshan of Guangxi province, explain the decision-making in anti-poverty project of the World Bank in detail mainly using the method of Analytical Hierarchy Process(AHP). AHP can express a complex problem into a orderly hierarchical structure, which also have the advantages of practical, systematic and indirect and it is therefore particularly suitable for use in the socio-economic system of decision analysis. However the World Bank's anti-poverty project management is not without flaws. In the process of integration with China, there are still some shortcomings which is analyzed in the last part of this chapter.Chapter 5, the comparative study of decision-making in anti-poverty project between China and the World bank. Just study the decision-making system one by on will inevitably be one-sided, so this section use the comparative method. In this part, use the case of anti-poverty project in Gansu province, find the differences between our government and the World Bank through the comparative study. Then find the reasons, namely the differences between project management mechanisms, between the role of assessment, between the focuses of effectiveness evaluation, between the investment scale,project management experience, the quality of personnel and so on.Chapter 6, the reasonable model of decision-making in anti-poverty project in our countryside. Though the above analysis, propose policy recommendations to the decision-making system in anti-poverty project in respect of institution and evaluation methods.
