This thesis mainly discusses the research on the organizational and decision-making problems of the poverty alleviation projects in the Innovational Pattern of Poverty Alleviation. The pattern of the first secretary’s poverty alleviation is an innovation of the traditional pattern of poverty alleviation. Its organizational structure, project processes, assessment and monitoring mechanisms are different from the traditional pattern of poverty alleviation. The biggest feature is the emergence of organization in project management. Furthermore, the poverty alleviation decision has undergone great changes. This paper studies the changes in the organizational decision-making process. Based don previous poverty alleviation projects, in-depth analysis has been conducted on the reasons and background of the new poverty reduction mode, and the emergence of new problems.In this paper, based on practical experience in poverty alleviation projects, the author focuses on the basic organizations and takes actual event as case study to find out the practical and potential problems, and compare with the characteristics of organization and decision-making process under the traditional pattern of poverty alleviation. This paper aims to find out different interests from different stakeholders’ and to identify the influences of different interest parties on organizational decision making.This paper is an analysis of problems in Innovational Pattern of Poverty Alleviation from a unique perspective, which cannot be achieved by other researchers without experience in poverty reduction. Through the lens of the first participant, this paper describes how to expand efforts to address the difficulties and find out the in-depth reasons, such as political and economic factors behind it. Furthermore, recommendations are provided to address these issues.
