The Shift And Innovation Of Economic Development Mode In Northeast Old Industrial Base

With the deepening of China's socialist market economy reform, the traditional industrial economic development mode, which relies on capital, resources, and labor, does not meet the new requirements in today's market economy. Based on a profound analysis on its present situation and characteristics, and those adopted by prosperous areas in China, this essay puts forward correlated countermeasures and proposals on how to upgrade and transform the regional development pattern in northeast.The essay is divided into four parts.1.Theoretical Outline of Economic Development Model.In this part, the author mainly expounds the definitions of different development models and their respective features. With the rise of developing economics and the theories on economic growth in western countries, some economists raised the concept of economic development model after generalizing varied ways taken by developing and developed countries. As China developing its economy further and opening itself wider to the outside world, its economic theoretical circle hold a more mature view on the concept. Based on China's particular situation and imbalance in different areas, they brought up various models in theory including Gradient Promotion Model, Pole– Axis Mode, Metropolitan Circle Model, Regional Coordinate Development Mode, and Reticular Structure Model, etc. All these models have their particularities. A profound understanding of these mode is indispensable to choosing a suitable model for any specific area. Then, the author puts forward the principles when making choices.2.Analysis of the Present Situation of Northeast Old Industrial BaseThis part is mainly devoted to the analysis of the general state and features of northeast model. After the foundation of China, northeast got rapid development as an earliest and largest heavy industrial base since the new country had decided to make heavy industry a priority. As a result, northeast area formed a traditional pattern that severely relies on capital, resources, and labor. After the reform and opening up, the traditional model, with its intrinsic defects, can hardly adapt to market economy. Northeast is losing its competitive advantages. The economy in the area has its own characteristics. From its starting point, it has been displaying the principle of acting in the light of local conditions, not only in its developing strategies, industrial structure, but also in its operating system and governmental function. Presently, there mainly exist the following problems: First, industrial development strategies tend to the same, cities in the region are lacking of coordination; Second, industrial structure is unreasonable, heavy industry gains too much attention; Third, state– owned economy is out of all proportion to other forms of economy, economy running mechanism is unhealthy: Fourth, the government focus on administrative intervene rather than making use of the leading effect of market. The author continues to analyze the restrictive factors with which the northeast is faced in its process of transforming the old model.3.The Characteristics of the Model Adopted in the Prosperous Areas and Their Inspiration.In this part, the author generalizes the characteristics of the models Yangtze Delta, Pearl River Delta and Jingjintang cities group and draw inspiration to the transform of the old model in NOIB. With the deepening of opening up, Yangtze Delta, driven by foreign investment and private enterprises, has formed a high– tech and knowledge intensive industry; Pearl River Delta formed a labor intensive industry pushed by foreign investment and exportation; While the area around Bohai Gulf, driven by the enlarged domestic market and lead by state– owned enterprises, is characterize by its capital intensive industry. The above models shed inspiring light on the transform in NOIB. First, government should gradually play its role as an promoter rather than an intervener. Second industrial integration within the area is necessary to maximize the regional advantages. Third, in order to increase its presences in both domestic and global market, the region needs to strengthen economic cooperation. Forth, developing circle economy is a crucial and first step in the transform process to stop relying on resources and to establish a sustainable development model.4.Countermeasures For the Mode Transform.The author brings up the countermeasures for model transform and innovation in this part. The adjustment and reform in the area aim to revitalize NOIB and to make it another economic growth area after the rises of Yangtze Delta, Pearl River Delta and Jingjintang area. To realize this goal, reform and innovation is the very key. This is a huge project, the area needs to make great effort in the following aspects: First, to change the conventional way of thinking. Second, to scientifically integrate productive forces to promote private enterprises. Third, to set up a northeast model of development, namely, a model of cities within the area coordinate their efforts in the process to common property. Fourth, to accelerate the process of industrial cluster.Undoubtedly, our central government has been carrying forward a series of policies and measures to revitalize NOIB. The ultimate solution, however, lies in reform and innovation. People have to choose an available developing pattern to ensure a healthy, consistent and rapid development. In spite of the numerous problems emerge in the exploring process, as long as we break the fetters of the conventional concepts and widen our horizon, we can surely create another economic legend in northeast once again.
