Along with the rapid development of the economic globalization, the competition of the talented person is the enterprise's core competition. How to stimulate the talented person to create the maximal profit of the enterprise by the effective performance management is the key to enhance the core competitive ability of the enterprise. According to the actual situation of the human resources management of Fengman Training Center of the Northeast China Grid Company Limited, we study the idea and the method of the modern performance management, also design and implement the project of performance management oriented by strategy is a necessary and logical choice with foresightedness and predictability.The performance management oriented by strategy is the important method to realize the enterprise strategy targets, and the important measure to enhance the enterprise management level. The KPI management based on the balance score card can transform the strategic targets of Fengman Training Center to the performance targets which may be measured, decompose these performance targets to the staff by layer upon layer, and carry out the performance responsibility to form task community made of staff,team and organization in order to guarantee strategy implementation of the enterprise.Fengman Training Center is considered as a subordinate body of the Northeast China Grid Company Limited owned by state, so many staff has still been inertial affected by the traditional thinking pattern and the work way. Thus, their management idea is still staying in the state of the planned economy level. The performance appraisal target is formulated by taking the department as the unit, and furthermore the partial essential performance target has not manifested the center's strategy direction. Being lack of communication and training to the staff, the human resources department has not formulated perfect measures of the performance feedback and the performance improvement, merely taking the performance appraisal as one method of the bonus. Nevertheless, existing performance appraisal mechanism of the training center has become a kind of formality in some degree, cannot take guidance and the stimulating role on which the performance management should displays. The main reasons about the question exist in:1. The important targets of training and the skill appraisal achievements and so on have not been decomposed in the scientific method;2. The degree of the students'satisfaction drops because of excessively emphasizing the financial achievement;3. Each staff has his own understanding about the development strategy of the training center;4. Teachers are lack of the power to realize the performance goal, and the organization performance is lack of the strength to carry out;5. Performance management is in non- achievement guidance, and the scope of the performance appraisal stresses the basic unit overwhelm;6. The communication mechanism of the performance management is not perfect, without displaying the valuable instruction function of the center enterprise culture;7. The performance instructing method is not suitable to the training teachers with higher lever-of-knowledge and understanding ability.However, the performance management oriented by strategy not only emphasizes the management of the motion process, but also the performance result. Embarking from the organization strategy, we have established the plan of the KPI performance management based on the balance score card which conforms with the performance culture development direction of the exterior trend market in the training center at present, and suits for KPA establishment on training,appraisal and the service management.KPI is the key indicator to measure strategy implementation effect of the enterprise performance management. Its goal is to establish one kind of mechanism, and transform the enterprise strategy into the internal process and the activity in order to unceasingly strengthen the core competitive ability and continually obtain the high benefit of enterprise. Thus, KPI not only cause the system of the performance appraisal to become a measure of stimulation and restraint, but also become a strategic implementation tool.The balance score card provides one kind of comprehensive appraisal system, it will transform the strategic target of organization to the performance target which may be measured, decompose these performance targets to staff by layer upon layer. It communicates the strategic thought of the organization to personnel in the various levels, arranges staff work duty respectively, and finally helps the organization to attain the goal from four angles of view that begins separately from the finance, the customer, internal flow, study and development. The balance score card can make superintendents of the organization to track the financial goal effectively, take close attention to the progress of key indicators, stimulate the staff to closely relate individual goal with the organization goal effectively so as to enhance enterprise achievements.The balance score card not only emphasizes the strategic guidance function, but also subdivides KPI on structure. The combination of KPI and the balance score card is organic, the balance score card with the aid of the choice method of KPI can consummate the hypothesis of the performance target, quantifying strategic target to staff post further.The moving process of the system of performance management is disseminating process of the enterprise culture in fact. The sustainable development of the enterprise needs unceasingly to improve its own culture, putting out new valuable thinking. The superintendent need design in conforming to this kind of valuable content in the performance targets, making staff familiar with these new values notion and accept it with will. For example the training center advocated to take the customer as the guidance value, the most directly effective method is to emphasize this kind of guidance in the performance appraisal indictors.This article has integrated between performance management"the rigidity"and enterprise culture"the flexibility", proposed and has set up the project of performance management oriented by strategy in Fengman training center. In the project, KPI based on the balance score card unifies staff,department and organization strategy together. After finishing organization strategy target, the strategy according to BSC from four aspects of finance, customer, internal flow, study and development, the author makes a way to find the essential flow to the realize strategy, and formulates the preliminary performance targets, then on the basis of data validity makes a choose between the cost, the quality, the quantity and the time, finally establishes the KPI appraisal plan oriented by strategy according to the nature, the weight and the indicators value of respective targets.The performance management oriented by strategy not only pays great attention to the daily behavior and producing results, but also requests the staff to be a higher quality, which suits the teachers team in the training center, and also fits the enterprise culture atmosphere of"unity and pragmatism, honesty and responsibility, standard and rigorousness, encouraging originality". The project of performance management mainly covers the contents as followed:1. To design plan system of performance management to manifest the strategy of Fengman training center;2. To design the daily operation system of balance score card and the performance management;3. To design the channel for daily communication and performance feedback from the top position to the downward and versus;4. To put into effect of the performance responsibility system in order to realize the coordination between the achievements and the salary.The performance management is an effective tool under the human-centered thinking which comes into effect of the harmony with the employees and the enterprise mutually, the better channel to realize the development of individuality and the enterprise. Making design the project of the performance management oriented by strategy, and instructing the movement of the performance indicators by KPI based on the balance score card can effectively put strategic targets into each department and each working post, consummate the mechanism of coordination and stimulation, and enhance staff's enthusiasm and creativity, therefore can promote the benefit of the organization.The project of performance management of Fengman training center has based on the theory of Management by Object, strengthened the function of communication and participation of staff's. From the formulation,implementation and feedback of the performance plan to the application of performance results, all have manifested the approval function of the bilateral parts of performance appraisal. The organization is making every effort to attain the points: making performance enhancement is not only the performance appraisal; the double win of staff and the organization is not penalty; study and development of the staff is not the short-term achievements of the organization.
