Ministry of Railways and the Jilin province will build "the Changchun-jilin high speed railway" project together. In this paper, we proposed that the project should adopt public transport mode to operate, and the detailed marketing strategy in order to the goal.First, we introduced"the Changchun-jilin high speed railway"project, which is a important component of traffic plans in building Changchun-Jilin economic belt. It has impact on improving Jilin province competitiveness and vitalizing the northeast China old industrial base. Though analyze operating conditions of short distance vehicle, we find that abundance passenger flow and mature technology are prerequisite when adopting public transport mode.Though analyze the passenger transport market situation, we find there is a fine space for the project development. Compare with freeway and road, the railroad already is in disadvantageous position on flexibility and convenient, but the city to city railroad will have obvious advantage in safe, rapid, comfortable aspect. In this paper, we used passenger behavior analyses and SWOT analyses, concluded that"the Changchun-jilin high speed railway"project should take the chance of economic development, apply marketing strategy, optimize the train open string scheme, reinforce the service quality improvement, readjust the product mix according to passenger demand, enlarge the target customer group, contend and increase the passenger flow, cultivate passenger loyalty, guarantee passenger transport market share tranquilization and increasing.The core mind of this paper is that "the Changchun-jilin high speed railway" should adopt public transport mode. This means put"big density, high-speed, small group" transportation plan into affect, take advantage of railway could satisfy every time section and demand level, it will become the first choice when travel. Embodying in 4P is:Product: first, arrange train formation more reasonably, optimize the train operating time; second, optimization train stops the station scheme, ensure that the passenger demand along the line; thirdly, extend serving a category, broaden product extension. Price: adjust the price flexibly based on the fixed price, to adjust passenger flow effective and develop the latent market demand. And enrich the ticket type, such as monthly ticket, quarterly ticket, annual ticket, single ticket and round-trip ticket, passenger can choice according to his own demand. Place: Emphasize that construction of channel system should serve for the convenience passenger, distribute a channel according to modern marketing idea, accelerates the building of new ticket distribution channel. First, construct special ticket counter in railway station. Second, make the computer ticket selling network perfect. Thirdly, adopt an automation to sell and examine tickets system, Fourth, Continue to expand the selling agent's area. Fifth, utilize various ways to sell ticket. Sixth, reinforce linking up in the respect of selling ticket when passengers want to change means of transport such as train, automobile or airline. Seventh, extend selling ticket time according to passengers need. Eighth adopt "green passage" selling ticket, such as getting on the bus first, and then examining tickets. Promotion: doing well in passenger transport public relations, advertising, sale promotion, personnel selling and customer relationship management etc.Finally, implementation and control, it is pivotal to building the conception of passenger transport marketing dominant by the market,building-up high-effect, shrewd and capable, perfect railroad passenger transport marketing organization , establish mechanism according with market demand and agile passenger transport information processing system..
